One of the things that is confusing to me is that I measured the potential for bank erosion to be approximately 60 feet in the field (see photo with red line indicating area that was measured in the field). This length of the culvert would provide plenty of access for equipment, eliminate potential bank erosion, and allow access to the playground. Why can you not minimize the impact to 60 feet plus the 20 feet downstream for a total of 80 feet? Please discuss this option with the church. I would be happy to discuss this on the phone as well. On July 26, 2017, the Division of Water Resources received additional information from you regarding the proposed culvert at Middle Fork Baptist Church. Project impacts were reduced to 120 feet of impact. According to your response, the grading contractor will require a 100 foot culvert in order to gain access to the back of the church. It is unclear why an excavator would require a 100 foot crossing to access the back of the facility. Please revise the plans to minimize these impacts or provide a detailed explanation of why the activity cannot be accomplished, reduced or reconfigured to avoid impacts to the trout stream. Pursuant to Title 15A NCAC 02H .0502 (c), the applicant shall furnish all of the above requested information for the proper consideration of the application. If all of the requested information is not received within 30 calendar days, of receipt of this email, the Division will be unable to approve the application and it will be returned. The return of this project will necessitate reapplication to the Division for approval, including a complete application package and the appropriate fee.
