I mailed an application to your office today for a GP 291, 401 and buffer authorization
for the Hatteras to Ocracoke Passenger Ferry Docks. I included the PCN forms, drawings
for the improvements to Hatteras and Ocracoke ferry basin, SHPO clearance, USFWS
concurrence, and a copy of the NPS special use permit. We have coordinated with the
NPS extensively on this project, primarily because the Ocracoke passenger shelter will
be on their property and some of the Hatteras parking lot area, is on their property.
Through the coordination with them, we have received approval through a special use
permit. This project had a few public meetings on Ocracoke and Hatteras Island,
coordinated by NCDOT and NPS, prior to their approval. We have also coordinated
extensively with the Hyde County government and worked closely with them to make
sure their needs/concerns are addressed. On the permit/plan sheets we have indicated
the extent of the project that lies within the CAMA AEC and Tar-Pam Buffer. On the
Ocracoke side there is very little development taking place within the AEC, except the
placement of the passenger ferry floating dock and 320 sq. ft. of a connector sidewalk.
On the Hatteras Ferry Basin side, there is more development occurring within the CAMA
AEC, due to the need to place additional parking area for vehicles and limits on available
space surrounding the existing facilities. The engineering firm has designed two storm
water infiltration basins to handle the additional impervious area within the CAMA AEC.
These are shown on the Hatteras plans. I also have available the storm water
calculations if they are needed for the permit process. In conjunction with the GP 291
and 401/buffer authorization I have already submitted a CAMA major, which is currently
on public notice until September 2"d. There are no wetland or surface water impacts
associated with the passenger ferry project. There is a floating dock to be installed in
Ocracoke and Hatteras, which will require the installation of three piles to stabilize the
dock. The provided plans, illustrate all the details associated with the floating dock
installation. I included the plans for the waiting shelters and parking areas, for your files.
The time schedule on this project is short, considering they are looking to have the
project awarded in September, so construction can begin this Fall. If there is anything I
