I'm still discussing the details with Raiford and Tammy but wanted to clarify the area which we would need to monitor. I've attached a sketch that has an older layout but includes more of the wetland are upstream of the weir. I've clouded in red the area upstream of the weir which would likely be affected first should there be any change in hydrology. Please review and let me know if you feel this area is sufficient. I believe one of the options that had been provided for the weir / ditch situation was monitoring of the upstream wetland pocket. As part of the Corps conditions we will be required to monitor wetland E near the amenity center. The Corps has provided the language below for the monitoring of Wetland E: ONSITE WETLAND MONITORING: The permittee shall monitor the wetlands remaining on the site to ensure these areas maintain appropriate wetland hydrology based on the Corps Wetland Delineation Manual Regional Supplement. To document monitoring following completion of construction, the permittee shall provide two wetland delineation forms documenting wetland vegetation, soil, and hydrology to the Corps prior to construction (baseline) and in years 2 and 4. The two data points used for the wetland delineation forms shall be located in the wetland area to the south and west of the proposed wet pond and shall remain consistent throughout the monitoring period. The Corps will review the submitted forms and conduct a site visit as necessary to determine if the wetlands have maintained appropriate hydrology. If the wetlands exhibit a loss of wetland hydrology such that wetland functions are adversely affected, compensatory mitigation may be required by the Corps to offset the lost wetland function. If we are to elect to monitor the upstream wetland may we utilize this same protocol? This would allow the permit condition to contain one monitoring plan referring to two wetland areas rather than two separate plans and wetland areas. Please let me know your thoughts.
