Hi Mason,
DCM has consulted with our fisheries experts and have determined that it is appropriate
to add the additional 10' of casing to Bent 8 Pier 8 and vibrate it down to depth during
the in-water work moratorium as you proposed in your July 31, 2017 email to me and
our phone conversation of the same date . NCDOT shall ensure the use of the same
protective measures for this casing extension and driving activity, as that which was
required for the previous casing extensions on this project, and described in your May
12, 2017 email to me. Please call or email me if I may be of any further assistance with
this project.

A slurry loss was experienced while drilling yesterday, however the slurry never reached
the surface. So while environmentally we did not have an incident, the constructability
issue still exists. BBII needs to vibrate this casing down 10' in order to complete
construction.
We are planning to vibrate this down on the low tide tonight. This shaft is the last one
at bent 8_ no other issues have arisen. Given the fact that no slurry was seen on the
surface, no notice was sent yesterday.
Please confirm we can proceed. BBII & Beck backfilled the hole after the loss was
experienced. Our inspector looked for signs on slurry all around, and found none...
