If we were to agree to remove the weir then we would add a condition requiring visual monitoring with annual reports until the DWR determines that the ditch is stable. It is difficult to "imagine" the profile and I'm glad Richard put this together so I could see it myself. Based on this drawing the ditch is almost level from the start of the proposed portion to the double culverts believe the culverts should also assist in minimizing any head cutting as upstream of the culverts the ditch bottom is at or near the same slope as previously. So I was theorizing it should slow the water down even in the absence of the weir. I do understand your concern that drainage may occur from the upstream wetland and/or head cutting due to increased velocities may eventually cause additional drainage. However, the elevations do not indicate it should be a factor or at least indicate that any proposed changes would increase the existing probability of head cutting. Having said all that, it seems more likely to not cause an issue and thus we would rather not go through a hydrological study or 0&M plan this late in the permit process. We would ask that you consider the elevations (existing and proposed) and re -consider the necessity of the weir. Thank you both again for your time and effort on the project! David A. The pond normal pool is then at 33' which would be an increase in fall of 0.5' over that final length from existing ditch to pond. As this proposed ditch grade is less then the existing ditch it appears unlikely to increase velocity or cause head cutting. Hopefully my description makes sense. Please let me know your thoughts.
