The fill to the tributary - will this be culverted to the proposed pump station or swaled? Also, it is unclear from the plans that were submitted to me, how the stormwater would be conveyed to the proposed Greenville Pump Station. Probably the best thing you do is send a copy of the stormwater plans to me.... even a .pdf would do. Speaking of the Greenville Pump Station, well as the two stormwater ponds and the stormwater pipes to the ponds. They are technically situated outside the original project area. I am wrestling with two issues. The first is the lack of a JD for these new areas and secondly, are they truly part of the original single and complete project -thus our scope of analysis. Would the stormater management changes be occuring if the roads were not upgraded? Is it a stand-alone project, so to speak? Is the funding coming from the same pot of money? We may need to include these areas in the scope of analysis and may very well change your purpose and need. That said, unless the additional areas of work (specifically the ponds and utility lines) involves additional wetland or waters impact or - Heaven forbid - a cultural resource or T&E species, this is probably not going to be a HUGE issue. Just please understand that if the two projects (the street improvements and stormwater management plan) are linked -financially, structurally, logistically - we will have to include all components of both in our NEPA and 404(b)(1) guidelines analysis. I'm sure you've seen all the email flying back and forth about the above project. As you know, I re-submitted an updated package to you on 7/31/2008. You (DWQ) had previously issued an approval on 1/17/08, however, the USACE and DCM still had issues with the project as it was. We had an interagency meeting in March with the USACE, DCM, DWQ (Coastal Stormwater - Linda Lewis) and the Town to discuss the concerns. One of those was Linda's stormwater concerns. It was decided at that time to develop a stormwater management plan that not only treated the proposed roadway infrastructure, but one that would treat that entire area (which currently receives no treatment). That, of course, necessitated 2 new pump stations and 2 new stormwater ponds. One of the pump stations is going to be located on the confluence of 3 jurisdictional "ditches" (as determined by Jennifer Frye); this plan increases the ditch impacts by 116 linear feet. I also need to point out that the Town voluntarily dropped Spot Lane which reduced the wetland impacts by about '/z acre. I have attached a copy of the stormwater Approval for your files. We are still working through the analysis and documentation with the USACE and DCM; the project area has gotten bigger because of the location of the ponds. DCM can't (and won't) issue their consistency review until we have a 401 Approval. So, all of the above being said, are you ok with the project information that I have supplied to you? Jennifer has decided that the project does not need to go to another public notice (and I can forward that email to you). I am basically checking in with a status request of the project review. Just so everyone understands - as the stormwater management plan is related to the road improvement project (financially, logistically), all components of the stormwater plan will be evaluated as part of the single and complete project. Understood and thank you for the explanation. That said, the "newly-added" areas for the stormwater (the two ponds and their outfall structures, the corridor for the force mains (from the pump stations to the ponds), the corridor to the Greenville PS, and the pump stations themselves) needs to have Corps verification for the purposes of the JD. Please submit the proper JD package for these areas - upland data sheets, photos, wetland data sheets (where applicable), soils information, etc. The appropriate JD package will be put together and sent to your attention, is one copy sufficient or do you need more'? Also, since the areas of the proposed ponds are owned by Army (re: MOTSU), please provide property owner permission for entry and any documents/lease agreements/easements etc. which would allow the Town access onto Army property for construction and maintenance. Please ensure that, if we need to do a quick site visit to these area, the project limits are clearly marked in the field w/ stakes, flagging, etc. I will request confirmation and documentation from the Town on the MOTSU; additionally, I will make a request of the project limits being staked as well. Secondly, need to have a clear depiction of what is proposed vs. exisiting. I'm hoping the stormwater plans will show this. I'm assuming the force mains would be new, so we need to know where these will be installed and if any JD crossings would occur. I the outfall structures for the ponds necesitate fill into Henniker's Ditch, that is a regulated impact that needs to be included. Like I said, I hope the stormwater plans depict all of this. To my knowledge, there is nothing e, isting with respect to the stormwoter (except the jurisdictional ditches). Finally, please check with DWQ - if you haven't done so already, to determine if your 401 will need modified. Importance: High Jennifer: The proposed fill on this project is for the road widening itself as well as fill to one ditch for the Greenville Pump station. The other 2 ditches that intersect at the proposed pump station location will be piped; the impact map provided in the re-submittal shows the existing pipe system as well as the proposed pipe extensions. The stormwater associated with the roadways will be conducted to the pump station via the grass swales/ditches on the roadway. From the Greenville Pump Station to the pond, the stormwater is being pumped through a force main in the roadway. I have already spoken with Brian Cox and he is forwarding you a hard copy of the Approved Stormwater Plans. S&EC delineated the additional wetlands in the vicinity of the proposed Greenville Pump Station. The ditches in that area were, by necessity, also picked up. As stated in the re-submittal, the wetland impact was avoided completely, however, the ditch impacts cannot be (in order to pick up and pump the stormwater to the ponds for treatment). As for the project area discussion, the only impacts that are outside the project area are those associated with the one pump station. Everything else has been located in the uplands. To answer your original question, the stormwater ponds was a direct result of the stormwater issues raised during the interagency meeting in March. In order to secure the 404 and 401 Approvals, Coastal Stormwater Approvals must also be secured. In order to get that Coastal Stormwater Approval from NC DWQ, the Town had to devise a way to provide treatment for the roadside stormwater. In doing so, they have now created a system that will treat ALL the stormwater for that entire area, where there previously was none. If the stormwater requirement was not directly tied to the 404/401, then no, the Town would not be doing this stormwater system. The funding for this stormwater management/treatment system is coming form the same funds as the roads. The purpose and need of the project has not changed; provide paved access to historically platted lots and to subsequently address the need and demand for housing in the area. As stated here and in the re-submittal package, the Town has significantly reduced the overall wetland impacts and is providing stormwater treatment to areas that previously received none. The requirement of the stormwater treatment, however, necessitates an additional 116 LF of permanent ditch impact. All of the above being said, what are the potential fall outs, now, for this project as a whole? What other information do you need S&EC and/or Engineering Services to supply to you for the decision document? If I can, I'll send you a copy of a final EA from another project so you can see what ours typically look like. I am wrestling with two issues. The first is the lack of a JD for these new areas and secondly, are they truly part of the original single and complete project -thus our scope of analysis. Would the stormater management changes be occuring if the roads were not upgraded? Is it a stand-alone project, so to speak? Is the funding coming from the same pot of money? We may need to include these areas in the scope of analysis and may very well change your purpose and need. That said, unless the additional areas of work (specifically the ponds and utility lines) involves additional wetland or waters impact or - Heaven forbid - a cultural resource or T&E species, this is probably not going to be a HUGE issue. Just please understand that if the two projects (the street improvements and stormwater management plan) are linked -financially, structurally, logistically - we will have to include all components of both in our NEPA and 404(b)(1) guidelines analysis. Just so everyone understands - as the stormwater management plan is related to the road improvement project (financially, logistically), all components of the stormwater plan will be evaluated as part of the single and complete project. That said, the "newly-added" areas for the stormwater (the two ponds and their outfall structures, the corridor for the force mains (from the pump stations to the ponds), the corridor to the Greenville PS, and the pump stations themselves) needs to have Corps verification for the purposes of the JD. Please submit the proper JD package for these areas - upland data sheets, photos, wetland data sheets (where applicable), soils information, etc. Also, since the areas of the proposed ponds are owned by Army (re: MOTSU), please provide property owner permission for entry and any documents/lease agreements/easements etc. which would allow the Town access onto Army property for construction and maintenance. Please ensure that, if we need to do a quick site visit to these area, the project limits are clearly marked in the field w/ stakes, flagging, etc. Secondly, need to have a clear depiction of what is proposed vs. exisiting. I'm hoping the stormwater plans will show this. I'm assuming the force mains would be new, so we need to know where these will be installed and if any JD crossings would occur. I the outfall structures for the ponds necesitate fill into Henniker's Ditch, that is a regulated impact that needs to be included. Like I said, I hope the stormwater plans depict all of this. While I do not forsee any huge "show-stoppers" b/c of this and the Corps recognizes the efforts that the Town is going to reduce direct impacts to JD areas and to manage the stormwater for an area that desperately needs managing, it does change our scope of analysis when the project area is expanded. The other 2 ditches that intersect at the proposed pump station location will be piped; the impact map provided in the re-submittal shows the existing pipe system as well as the proposed pipe extensions. The stormwater associated with the roadways will be conducted to the pump station via the grass swales/ditches on the roadway. From the Greenville Pump Station to the pond, the stormwater is being pumped through a force main in the roadway. I have already spoken with Brian Cox and he is forwarding you a hard copy of the Approved Stormwater Plans. S&EC delineated the additional wetlands in the vicinity of the proposed Greenville Pump Station. The ditches in that area were, by necessity, also picked up. As stated in the re-submittal, the wetland impact was avoided completely, however, the ditch impacts cannot be (in order to pick up and pump the stormwater to the ponds for treatment). As for the project area discussion, the only impacts that are outside the project area are those associated with the one pump station. Everything else has been located in the uplands. To answer your original question, the stormwater ponds was a direct result of the stormwater issues raised during the interagency meeting in March. In order to secure the 404 and 401 Approvals, Coastal Stormwater Approvals must also be secured. In order to get that Coastal Stormwater Approval from NC DWQ, the Town had to devise a way to provide treatment for the roadside stormwater. In doing so, they have now created a system that will treat ALL the stormwater for that entire area, where there previously was none. If the stormwater requirement was not directly tied to the 404/401, then no, the Town would not be doing this stormwater system. The funding for this stormwater management/treatment system is coming form the same funds as the roads. As stated here and in the re-submittal package, the Town has significantly reduced the overall wetland impacts and is providing stormwater treatment to areas that previously received none. The requirement of the stormwater treatment, however, necessitates an additional 1 l6 LF of permanent ditch impact. All of the above being said, what are the potential fall outs, now, for this project as a whole? What other information do you need S&EC and/or Engineering Services to supply to you for the decision document?
