Marla,
Good afternoon. After review of the proposed lease, there appears to be a potential shallow bottom impact and
potential SAV habitat due to the limited water depth at low tide. This area of Bogue Sound is designated as SA-HQW
and there is potential for displacement of the shallow bottom area from the use of vessels accessing the lease.
Further, through review of aerial photography it also appears to be a natural navigable slough/channel in this location
along the west side of Goat Island (DA 0035), which this proposed lease would potentially impact established
navigation. It is recommended that this channel be thoroughly located and avoided in relation to a proposed lease in
this location of Bogue Sound.
If the US Army Corps of Engineers issues NW 48 for this proposal, this will require written approval under our General
Certification No. 4091 http://edocs.deg.nc.gov/WaterResources/0/doc/493433/Page1.aspx . The application fee will be
$240 once the lease is approved and prior to issuance of the 401 approval letter. Please have the applicant include the
DWR project # 20170756 on the check since they will be received separate from this application.

Good morning,
The Division of Marine Fisheries has received an application from Samuel Boyd for a 4.81 -acre shellfish bottom
lease (1911585) and water column (1911593) in Bogue Sound, Tar Landing Bay in Carteret County for the purpose
of utilization for shellfish aquaculture. Enclosed is the shellfish lease investigation report and a map of the
proposed lease location, the original application and any other documents they may help in your review.
In order to more fully evaluate other factors which may affect the possible issuance of this lease, it is requested
that you review and send comment via email to [e-mail] by June 30`". Also, if there are
adjacent riparian property owners that should be notified about the proposed lease, please identify the property
owners and provide mailing addresses at the time you submit comment. DMF will mail the notice of public hearing
for the proposed lease to the list of riparian property owners identified by DCM. Otherwise the notice of public
hearing will go out as a DMF press release and on the DMF proclamation email listserv.
This application cannot be completely processed until your comments are received. If you have any questions, please feel
free to contact me. Once all internal comments are received, these will be forwarded by our office to the Army Corps for
further evaluation of NWP 48 PCN process.
