I understand that the Army Corps of Engineers will not permit the subject project under a Nationwide Permit 3, as was
requested in your Pre -Construction Notification dated March 15, 2017. In accordance with our phone conversation this
afternoon, I will place the subject 401 Water Quality Certification (WQC) request on hold until the appropriate Section
404 Permit, and its corresponding 401 WQC, is determined.
