review of application for North Carolina Department of Transportation (NCDOT)
for the Fayetteville Outer Loop Cumberland and Robeson Counties, North Carolina TIP
Numbers X-0002B & C and U-2519
Staff Biologists with the North Carolina Wildlife Resources Commission have reviewed the subject
document Our comments are provided in accordance with certain provisions of the Fish and Wildlife
Coordination Act (48 Stat 401, as amended, 16 U S C 661 et seq ) and Section 404 of the Clean Water
Act (33 U S C 1344)
The North Carolina Department of Transportation (NCDOT) proposes to construct a four-lane,
median divided highway on new location, the total project length is approximately 27 8, wetland impacts
total 48 43 acres with impacts to jurisdictional streams totaling 13,232 linear feet
We have reviewed the information provided We do not object to the location or design of this
project However NCDOT is requesting a 1 5 1 mitigation ratio for the Privateer Farms Wetland and
Stream Mitigation site Privateer Farms is located outside of the Hydrologic Units containing the impacts
for the proposed project WRC does not object to the use of Privateer Farms to provide mitigation for the
Fayetteville Outer Loop, however it is not evident why a ratio reduced beyond the normal in HUC ratio
should be used If NCDOT continues to request the use of Privateer Farms as mitigation for the Fayetteville
Outer Loop, mitigation ratios should reflect ratios consistent with prior out of HUC mitigation
