Thanks for your reply We too will be looking to see what the other agencies, and
the public, say during the Public comment period (Hopefully they'll all remember to
send them to both of us )
As I said, our opinion on this now is leaning towards the higher ratio due to being
out of HUC I'll keep you updated on any decisions we make

In setting the requirements for mitigation, we consider comments from
resources agencies and the public I will also be looking at the fact that
the mitigation is located in a different HUC and that the mitigation site
does not necessarily have the same wetland values as does the wetlands that
will be impacted by the project I do know that some of the resource agencies
will be asking for a higher ratio than what has been proposed At this point
in our process, I can not say what the final ratio will be, but I am
considering a higher ratio than that proposed However, I do welcome any and
all comments on the subject and I will have to justify whatever ratio I
finally come up with

Richard,
In the DOT application for Fayetteville Outer Loop, they request to use
Privateer Farms Mitigation Bank for wetland mitigation Since this
mitigation is in the ground and successful, they are asking for the ratio to be
knocked down to 1 5 1 However, upon talking about this with Brian Wrenn, we
believe that the fact that Privateer is in a different
HUC, it may need to be brought back up to 2 1 ratio
A letter from EEP to DOT in the application package suggests that Privateer
Farms site provides more than enough acreage to cover the higher ratio How does
the COE feel about this'> Thanks,
