You do not need a written Certification for this project as it is considered "no written
concurrence required." You will still need to follow the conditions of the GCs 4085 and
4087 that corresponds to the USACE's NW 3 and 13 permits. Please contact me if you
have questions.

Attached is the Cover Letter, PCN and Permit Drawings for the replacement of Bridge
230188 along SR 1516 over Brier Creek in Columbus County, Division 6.
The roadway at Bridge 230188 was breached as the result of Hurricane Matthew on
October 8, 2016. In our meeting on-site, we determined that NCDOT would re-establish
the stream channel through the bridge while also re-establishing the floodplain bench
under the bridge. The side slopes will be constructed with class II rip-rap stone. There
are no impacts as a result of this project. Brier Creek will be pumped around the
construction area to ensure that the work area is dry. Additionally, an off-site detour
will be used.
This is a design — build project that was let on April 6, 2017 and the contractor will
commence construction activities upon receipt of the permits #3 and possibly #13.
