8. PROJECT SUMMARY: The applicant proposes to install approximately 50 linear feet of new vinyl
bulkhead approximately 6' waterward of the existing alignment with approximately 300 square feet of
associated Coastal Wetlands fill.

9. PROJECT DESCRIPTION
The applicant's property is located at 6 Monroe Street, adjacent a man-made canal contiguous with the
AIWW in the Town of Ocean Isle Beach, Brunswick County. Directions from Highway 17 south of
Shallotte: Turn Left onto Ocean Isle Beach Rd. and travel approximately 3.6 miles and continue straight
onto Causeway Dr./ NC -904 for approximately 1.12 miles. Turn left onto E. 2nd St. and travel
approximately 0.21 miles. Turn left onto Monroe St. and travel approximately 0.1 miles. The project
site will be located on the right side of the street.
The project site is a canal front lot with approximately 50' of shoreline frontage. The elevation of the
high ground area of the lot averages approximately 2'-3' above normal high water (NHW). High ground
vegetation consists primarily of lawn grasses, woody shrubs, and landscape vegetation. The shoreline
of the property has been stabilized with an existing timber bulkhead and the existing house structure is
located approximately 10' landward of the existing bulkhead, with an existing porch located
approximately 9from the bulkhead. Coastal Wetlands, consisting primarily of Smooth Cordgrass
(Spartina alterniflora), are present waterward of the existing bulkhead and extend into the canal
approximately 25' on the north side and approximately 12' on the south side. The Coastal Wetlands
are, on average, 17' in width as measured from the bulkhead. Normal High Water (NHW) is located
along the existing bulkhead for the property. There is an existing docking facility which consists of a
fixed platform measuring approximately 12' in width by 12' in length which leads to a pier measuring
approximately 4' in width by 16' in length. An existing ramp measuring approximately 4' in width by 12'
in length leads to a floating dock aligned parallel to the adjacent canal which measures approximately
8' in width by 16' in length.
The adjacent property's shoreline to the north has been stabilized by an existing timber bulkhead
which is aligned approximately 4' waterward of the applicant's existing bulkhead. The adjacent
property's shoreline to the south has been stabilized by an existing timber bulkhead which is aligned
approximately 5' landward of the applicant's existing bulkhead. Both of the adjacent properties to the
north and south are developed with single-family residences and docking facilities. No known
archaeological sites are within the project vicinity.
The Town of Ocean Isle Beach Land Use Plan classifies the adjacent waters as Conservation, and the
adjacent high ground portion of the project area as Residential. The waters of the canal are contiguous
with the AIWW are classified SA by the Division of Water Resources and are NOT designated as a
Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. They are CLOSED to the harvest of
shellfish.

10. PROPOSED PROJECT:
The applicant proposes to install approximately 50 linear feet of new vinyl bulkhead approximately 6'
waterward of the current alignment with approximately 300 square feet of associated Coastal
Wetlands fill. As proposed, the bulkhead alignment would be approximately 2' waterward of the
existing adjacent bulkhead to the north and approximately 11' waterward of the existing adjacent
bulkhead to the south. The adjacent owner to the north (Pringle) and to the south (Green) have also
submitted applications for major development proposing bulkhead alignments that would tie into the
applicant's proposed bulkhead. The existing timber bulkhead would remain in place and the limits of
disturbance would be located approximately 16 feet landward of the proposed bulkhead alignment for
the tie -back system. The applicant is proposing to install the tie -backs thru the existing wall to prevent
land disturbance associated with removal of the old wall. This method of construction would also aim
to alleviate threats to the existing house foundation which resides in close proximity relative to the
existing bulkhead wall.
11. ANTICIPATED IMPACTS
The proposed new bulkhead construction with associated backfill and tie back/anchor system would
result in the filling of approximately 300 square feet of Coastal Wetlands, consisting primarily of
Smooth Cordgrass (Spartina altemiflora). The proposed bulkhead construction would result in the
disturbance of approximately 700 square feet of high ground for the tie -back system. Minor turbidity
increases can be expected during the construction process.

PROJECT NARRATIVE

INTRODUCTION
The project property is located on the east side of Monroe St. adjacent (north side) to Alonzo Pringle's
property and adjacent (south side) to Michael Green on Ocean Isle Beach, Brunswick County, North
Carolina. The property can be reached by traveling highway 179 across the causeway, turning left onto
East 2 d St. then left on Monroe St. The property is adjacent to 4 and 8 Monroe St. The site is currently
developed with a single family residence, bulkhead and pier.
PROJECT DESCRIPTION
Construct new bulkhead approximately 6' waterward of existing bulkhead.
EXISTING CONDITIONS
The existing bulkhead is only 9' from existing foundation. if the bulkhead had to be replaced in its'
existing location it would jeopardize the house foundation. To take out the old wall it could have a
greater impact to the existing marsh.
STORMWATER MANAGEMENT
No upland improvements, pavements, walkways or other impervious surfaces will be constructed as
part of the project. No stormwater management or additional stormwater measures are proposed for
this project.
METHODS OF CONSTRUCTION
Bulkhead will be constructed as shown in drawing labeled 4 of 4
