PROJECT SUMMARY: Major modification request to Permit No. 99-01 for an additional 161 dry stack storage "slips" and reconfiguration of the dry stack storage racks, to accommodate a total of 400 vessels. Southport Marina, Inc. Page 2 9. PROJECT DESCRIPTION The project site is located at 606 W. West Street, adjacent to the Atlantic Intracoastal Waterway, within the Town of Southport, in Brunswick County. To locate the property from Wilmington, travel south on NC Hwy-133 to Southport. Turn left on N. Howe Street and travel approximately 1.3 miles to W. West Street. Turn right onto W. West Street and travel approximately 0.45 miles to the Southport Marina property. The property is a 44-acre tract of land owned by the North Carolina State Ports Authority and leased to Southport Marina, Inc. The existing marina is a full service facility consisting of 251 permitted wet slips, boat ramps, a fork lift haul out/dropzone and a 75-ton open hoist travel lift. The facility also includes a boat ramp, shower and laundry facilities, pump out station, a full service boat yard and fuel. The existing facility consists of the following six main docking structures: a commercial dock located just to the east of the boat ramp; A, B and C-Docks, which are located just to the west of the boat ramp with floating docks and finger piers along each side (the end of C-Dock also includes an existing covered dock house and fueling docks); D-Dock and E-Dock, with associated finger piers, located east of the fork lift dropzone. The western side of E-Dock also serves as a staging area for the dropzone. A long, U-shaped dock is located on the far west end of the basin. A restaurant, marina office, parking areas and 132 dry slip racks are located on the high ground portion of the property. The property is bordered by Cottage Creek to the west, the AIWW to the south and the Southport Yacht Basin to the east. The marina facility pre-dates the Coastal Area Management Act, however, the facility has been issued State Permits for maintenance excavation of the marina basin and modifications / additions to the docking structures. (See State Permits 5-75, 138-87, 32-95 and 99-01.) The most recent permit (99-01) authorized the maintenance excavation of the existing basin to a depth of -6 feet at MLW and added floating docks. A modification to State Permit 99-01 was issued on November 17, 2003, authorizing the construction of additional floating docks. A modification on April 17, 2006 authorized the maintenance dredging of the boat basin, the construction of a 12' wide by 612' long boardwalk along the marina basin and modifications to the docks. A CAMA General Permit (No. 44036) was issued on May 1, 2006 for the replacement of the existing boat ramp dock. On September 20, 2006 a major modification of State Permit 99-01 was issued authorizing replacement and expansion of the docking facility to accommodate a total of 251 vessels in wet slips, construction of a new forklift pad, an elevated boardwalk and fill of the previously existing lift well. A refinement to this permit was issued on November 28, 2007 authorizing reconstruction of the dry stack facility. Southport Marina, Inc. was able to provide documentation for 167 dry slips as previously existing. Six two-story racks, measuring approximately 30' in height, were authorized to accommodate the vessels. The refinement also authorized paving and installing gravel over existing parking areas, constructing a new boardwalk and decks over existing impervious. Southport Marina, Inc. modified the permit again on January 16, 2008 to allow for an additional 72 dry slips that they were also able to document as pre-existing, with no resulting change in footprint. These have not yet been constructed although the project area has been graded. A State stormwater permit (SW8 060626) was issued on August 31, 2007. A State erosion and sedimentation control plan was approved on May 3, 2007. Southport Marina, Inc. Page 3 The waters of the AIWW in this location are classified as "SC" by the North Carolina Division of Water Quality and are included in the Southport Restricted Area. The area is not designated as a Primary Nursery Area by the North Carolina Division of Marine Fisheries and is closed to the harvest of shellfish. PROPOSED PROJECT The applicant is currently proposing to further expand the dry stack facility to accommodate an additional 161 vessels, creating a total of 400 dry slips. A dry-stack storage building is now proposed, which would measure 266' in length and 170' in width. Seven-foot long mini-storage units would also be constructed at the south end of the dry stack building. The modification does not appear to result in an increase in footprint from the January 16 refinement, although the racks have been reconfigured to allow for the additional dry slips. The building would have a maximum height of 50 feet (maximum elevation of 56.83' above mean sea level). The City of Southport has a maximum height restriction of 40', however, a special use permit was granted to Southport Marina, Inc. on August 26, 2008, to allow for a building height of 50'. 10. ANTICIPATED IMPACTS: The project would result in approximately 1.36 acres of high ground disturbance and impervious surface. The additional dry slips will likely result in increased boat traffic in public trust area and estuarine waters.
