County: Wayne Document: MCDC Funding: � State ❑ Yes � No Permit Type.• N/A ❑ Federal Project Description: NCDOT's Division 4 proposes to construct an interchange at the intersection of US 117 and SR 1120 (O'Berry Road) in Wayne County. The interchange will be constructed within existing ROW previously acquired when US 117 was built. This project will upgrade the existing at-grade intersection to an interchange. Based on current design plans, SR 1120 (O'Berry Road) and its proposed bridge/structure crossing US 117 will be slightly realigned. All construction activities along SR 1120 (O'Berry Road) as well as SR 1130 (Durham Lake Road) and SR 1173 (St. Matthews Road) will be contained within the NCDOT's existing ROW for those roads. Overall, the Area of Potential Effects (APE) will encompass about 1,889,077 square feet (43.4 acres), inclusive of the existing roadways. f.Yl�u lu /:�: �'�C17: aL�lil �ll_�1i17� � 7�T.Y�li1 Z� �T.Y 7 5►i/ I�li.i1 Brief description of review activities, results of review, and conclusions: Although this project was received on August 17, 2015, it was not entered into the system until April 19, 2016. It was received for review on Friday, April 22, 2016. A map review and site file search was then conducted at the Office of State Archaeology (OSA) on Monday, Apri125, 2016. This particular intersection/proposed interchange has already been subjected to an archaeological survey when US 117 was relocated between Mount Olive and Goldsboro (see Padgett 1984 [Biblio #1779]). As a result of that survey, two (2) archaeological sites were recorded within one-half (1/2) mile of the proposed project. Digital copies of HPO's maps (Southwest Goldsboro Quadrangle) as well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) were last reviewed on Monday, Apri125, 2016. There is one (1) known historic architectural resource (WY0453 — the West Dudley Buildings) located adjacent to the APE; however, intact archaeological deposits associated with this resource would not be anticipated within the footprint of the proposed project. In addition, topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive-type disturbances within and surrounding the archaeological APE. Brief Explanation of why the available information provides a reliable basis for reasonablypredicting that there are no unidentified historic properties in the APE: State funds will be utilized for this project, which will not require a Federal permit. Temporary and/or permanent utility and/or drainage easements may be required; however, the Area of Potential Effects (APE) has been drawn in order to capture any necessary easements. At this time, we are in compliance with NC GS 121-12a, since there are no eligible (i.e. National Register-listed) archaeological resources "No ARCHAEOLOGYSURVEYREQUIRED "form for Minor Transpartation Prajects as Qualified in the 2007/2015 Pragrammatic Agreement. 1 of 3 Project Tracking No.: 16-04-0043 located within the project's Area of Potential Effects (APE) that would require our attention. Based on the size and orientation of the APE, most activities will take place within the NCDOT's existing ROW along US 117, SR 1120 (O'Berry Road), SR 1130 (Durham Lake Road), and SR 1173 (St. Matthews Road). From an environmental perspective, the APE falls along a wide highway corridor, consists of the gently sloping terrain typical of North Carolina's Coastal Plain, and is composed of numerous soil types. Although the APE once consisted of well drained soils and gently sloping topography, the entire APE now has been heavily modified by the relocation of US 117 (TIP# R-91) during the late 1980s/early 1990s, the archaeological survey for which was conducted by the NCDOT in 1984. As a part of the US 117 relocation, SR 1173 (St. Matthews Road) and SR 1130 (Durham Lake Road) were both realigned since the original alignment of SR 1130 (Durham Lake Road) was to be bisected by the US 117 corridor. Property along both of these roads within or adjacent to the APE should also be seen as highly disturbed by past construction activities associated with the overall TIP# R-91 project. Today, the entire highway corridor and any additional ROW that was acquired back then in anticipation of future interchanges should be seen as greatly disturbed. Preservation of archaeological resources would not be anticipated within such an environmental setting. Based on the nature of the proposed project, current conditions, and previous survey wark, there is a low probability for prehistoric andlor historic archaeological material to be present within the APE. Therefore, it is believed that the current APE, as depicted, is unlikely to contain intact and significant archaeological resources. No archaeological survey is required for this project. If design plans change or are made available prior to construction, then additional consultation regarding archaeology will be required. At this time, no further archaeological wark is recommended. If archaeological materials are uncovered during project activities, then such resources will be dealt with according to the procedures set forth for "unanticipated discoveries," to include notification of NCDOT's Archaeology Group.
