County: Rockingham / Guilford Document: Attachment G Funding: ❑ State � Federal � Yes ❑ No Permit Type: nw3 or nw14 ProjectDescription: NCDOT proposes to replace Bridge No. 0017 over the Haw River on SR 2351 (Witty Rd) along the Rockingham and Guilford County line, TIP # B-5715. This is a federally funded project and will require a USACE permit. Therefore, this is a federal undertaking and Section 106 of the National Histaric Preservation Act applies for archaeological review. Preliminary design was available for this review. As a replace in place project, the undertaking is spatially confined. However, for expansion of the bridge size and the width of approaching shoulders, new fill is required outside of the existing ROW. Easements are recommended on the plans, noted as permanent drainage easements (PDE). The bridge replacement will have an offsite detour. The Area of Potential Effects (APE), for purposes of this archaeological review, is about 600 feet along SR 2351, centered on the bridge. The maximum width is about 120 feet wide near the bridge which incorporates the fill and a permanent drainage easement. Much of the APE has already been modified by the construction of the existing SR 2351 and bridge. The surrounding area is rather low and prone to wetness. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: Preliminary design mapping shows a replace-in-place project on the same alignment. As such, the APE includes expansion is limited. No new ROW is proposed, but additional fill and drainage easement is depicted on preliminary design mapping outside of the ROW limits to accommodate wider shoulders on the roadway approach and a wider bridge deck. At the bridge structure, an additiona130 feet to either side of the row is included within the APE. USGS mapping (Bethany) and aerial photography was studied (see Figures 1 and 2). The larger, general project area along SR 2351 passes through rural, wooded landscape with occassional residences or farms. While the terrain in this portion of both counties is hilly, the APE is surrounded by low, wet, flat floodplain to the Haw River. USGS mapping depicts the location using the swamp symbology. Aerial photography shows a large pond northeast of the APE that may be impounded. The river, here, is still small in scale. The soils present are DaA (Dan River loam, frequently flooded) and HbA (Hatboro silt loam, frequently flooded for a long duration). Poorly drained soils are commonly associated with only limited human activity that are less likely to result in an easily recognizable archaeological site. Virtual drive-by was available on Bing Maps. Suggestions of an earlier crossing of the Haw River are visible as an elevated roadbed southeast of the bridge that heads towards the water. No cemeteries were noted then, during the aerial viewing or on the USGS mapping at the project location. GIS-based cemetery data maintained by NCDOT archaeologist, Paul J. Mohler, does not show a cemetery recorded nearby. Of these, soils mapping from the first quarter of the 20`h century is often both accurate and detailed. The Soil Survey of Rockingham County shows SR 2351 existed in 1926 (Map Collection, Cm912.79 1926s), though the crossing was a distance to the east. This is also noted on deeds, plats and mapped property lines where the boundary follows still slightly elevated (more passable) land. Between the 1920s and when Bridge No. 0017 was constructed in 1964 the road was religned, probably for that new bridge though it is not certain and could have been earlier or in another location. Otherwise, nothing notable was observed on those early maps that would suggest an archaeological site would be present at this crossing, like a historic structure or industry. The Office of State Archaeology was visited in January, 2016, to review archaeological mapping and to reference any known archaeological surveys and sites. There are few environmental reviews for archaeology in the nearby area, and none within the APE. Generally, recorded archaeological sites are infrequent close the project area. One site, 31Rk51, is located about 4,500 feet immediately west of the current bridge crossing. It will not be affected by this undertaking. For this undertaking, the proposed bridge replacement of the existing transportation facility, Bridge No. 0017, the project footprint is limited. As much of the existing APE has been modified for the current roadway and bridge. Surrounding soils are generally low and often wet. Expectations are low for encountering newly discovered archaeological sites, especially any that may be intact and significant. As a result of this review, we conclude that the likelihood of encountering intact, NRHP-eligible resources are low based on the limited new footprint of the undertaking, replacing the bridge at the existing location, the road and bridge construction disturbances from the existing facility, and wet soils. The project should be considered compliant with Section 106. No archaeological survey is recommended for this undertaking as currently proposed. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The scale and nature of the project is limited to replacement of an existing bridge with a new structure at the same location. Details on design mapping make clear the extent of disturbances close to the roadway where the bridge will be replaced. The small footprint of construction and easements, the existing disturbances, and the poor landform for habitation are all contributing factors in the recommendation for no archaeological survey. Therefore, this federally permitted undertaking should be considered compliant with Section 106.
