As you are aware, the Department has monitored the Mingo Creek Bridge Mitigation Site since
its construction in winter of 2006 Located in Wake County, the site is located on the East Wake
Expressway (I-540) at the Mingo Creek stream crossing The site was planted with Juncus
effusus (Zone I) and bottomland hardwood species (Zone II) The site was monitored to ensure
that the buffer areas where temporary fill was placed became revegetated According to permit
conditions, NCDOT was required to monitor the Mingo Creek Bridge Mitigation Site visually for
five years or until the regulatory agencies waive this requirement in writing, hydrologic
monitoring was not required for this project After the growing season, an annual monitoring
report was submitted to the appropriate regulatory agencies via the Natural Environment Unit's
(NEU) websrte

After one year of vegetation monitoring, the Mingo Creek Bridge Mitigation Site monitoring
indicates that the planted vegetation is surviving and the wetland and buffer areas have
revegetated The monitoring data is provided within the annual monitoring reports available on
NEU's websrte for 2007 A site visit was held with the Division of Water Quality on August 20,
2007 During the site visit it was determined that the Mingo Creek site was successful and that
no further monitoring would be required
NCDOT requests that the Division of Water Quality provide written documentation stating that
no further monitoring is required and that the site is closed If you have any questions about this
