just out of curiosity, has DOT ever given us a schedule to show how in-water work moratoriums delay
work and cost more money? they verbally make the argument, but in talking to the Division folks who
would do the work, they disagree The only action that needs to be scheduled carefully is the installation
of the causeway and the removal of the causeway they can continue work throughout the moratorium
period on the causeway As someone who has gone to many preconstruction meetings and discussed this
issue with Division employees and contractors, its never been an issue I've only known of 1 project in
the last 3 years where the project was completed during the moratorium and the contractor had to leave
the site and come back later to remove the causeway I would agree that costs more money, but it did
not delay the project and it was 1 of many bridge projects I've dealt with
I know that WRC should have good documentation and justification for their moratoriums, but I also
believe the DOT should have good documentation to show its a hardship and we should consider
relieving them of the requested moratorium Both sides should have burden of proof to us before we
decide what action to take
