Phase 2 of the proposed project will include five residential buildings. Development also includes required roadways, parking and pedestrian walks as well as a stormwater facility. This will result in impacts to 0.047 sf of a jurisdictional ditch (RPW). Note that impacts to 0.05 acre of 404 wetlands and 0.034 acre of RPW were previously authorized and constructed in Phase 1. Baldwin Drive is being extended to connect to Fairview Road. The stormwater pond has been designed to be located in the lowest part of the site. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The project engineer avoided all impacts to wetlands in Phase 2. One small impact to a jurisdictional ditch is needed for a wet detention basin. The basin has been positioned in this location because it represents a low spot on the site, excluding wetlands. The developer is also required to have a 10'-15' wide access corridor around the pond. Furthermore, the number of buildings needed to make the project economically feasible limited options for minimization. Finally, the ditch in this area bisects the property and avoiding it would have resulted in losing access to uplands on the site. 1 b. The NC Natural Heritage Program GIS layer was used to determine the presence of federally listed species. No rare species are known to occur within the site. Several rare plant and animal species are known to occur within one mile of the site, including the Atlantic sturgeon, shortnose sturgeon, West Indian manatee, and American alligator. These are all water dependent species and are likely found in nearby Sturgeon Creek and Brunswick River. The project will acquire a stormwater permit and an erosion control permit. Therefore, these species will not be affected by the proposed project. 6. Essential Fish Habitat (Corps Requirement) 6a.
