JAY ZIMMERMAN Director RECEIVEDINCDENWR MAY 3 1,_2017 water Quality Permitting section On May 24, 2017, Min Xiao of this office met with you and Michael Bennett to perform a Compliance Evaluation Inspection on the stormwater management system at Motiva's Greensboro Terminal. The facility was found to be compliant with the NPDES discharge permit. The inspection findings are detailed below and an inspection checklist is attached. I. Permit The permit became effective January 1, 2017, and will expire at midnight on August 31, 2021. A current permit is kept on-site. II. Self-Monitorint; Prot,,ram Monthly discharge monitoring reports (DMRs) were reviewed from March 2016 to February 2017. The facility was found to be compliant with the NPDES effluent limits for the above period. In regards to the permit monitoring requirements, it was noted that all sampling was performed per the frequencies specified in the permit. Only flow is measured on-site, other parameters are tested byR&ALabs. III. Facilitv Site Review The Motiva facilty has the following stormwater structures: • fueling island that drains to a 11,000 -gallon concrete separation pit with a sump pump. • the pit water is transferred to an 8,000 -gallon PCW (petroleum contact water) AST with a hydrocarbon detector. Tank contents typically released into the diked area. It can be hauled off if contaminated. • diked secondary containment berm surrounding the hydrocarbon fuel and ethanol ASTs. • settling pond with locked effluent release valve and flow totalizer. Flow Measurement The permit requires episodic flow monitoring. Flow is measured using a totalizing meter on the effluent pipe. The meter is calibrated once a year. The discharge is controlled manually by a locked release valve. V. Records/Reports A review of the facility files showed that all records were being maintained according to the permit. A comparison of the January 2017 DMR with the corresponding certified laboratory data sheets from R&A Labs showed that all the results were properly transcribed onto the self-monitoring report. The retention pond draining report logs were also reviewed which document the effluent release dates and totalizer readings. Flow, TSS, Oil -Grease, and Turbidity values were transcribed correctly. The units of Benzene, Ethylben, MTBE, Napthale, TR Phen, Toluene, and Xylene are mg/L, however, the units of these parameters on the DMR are ug/L. A transformation is needed before transcribing the data from lab sheets to the DMR. Please correct this in the following DMRs. VI. Effluent/ReceivhW Waters The system discharges to a rip rap lined ditch just outside of the perimeter fence. The effluent eventually reaches a tributary of Long Branch, class "WS -IV *" waters of the Cape Fear River Basin. No effluent was being discharged on the day of the inspection.
