JAY ZIMMERMAN Director RECEIVED/NCDENWR MAY 3 1..2017 Water Quality Permitting Section On May 24, 2017, Min Xiao of this office met with Faron Leigh to perform a Compliance Evaluation Inspection on the stormwater discharges from the Greensboro Terminal located at 411 Gallimore Dairy Road. The facility was found to be compliant with the NPDES permit. The inspection findings are detailed below and an inspection checklist is attached. I. Permit The permit became effective January 1, 2017, and will expire at midnight on August 31, 2021. A current permit is kept on-site. II. Self-Monitorin14 Program The DMRs were reviewed for the period January 2016 through December 2016. The facility was found to be compliant with the NPDES effluent limits. In regards to the monitoring requirements, it was noted that all sampling was performed per the frequencies specified in the permit. Only flow is measured on-site, other parameters are tested by Pace Analytical Labs. III. Facilitv Site Review The petroleum bulk -storage tank farm has upstream and downstream sample locations, and the following stormwater outfalls: • 001 - diked secondary containment structures for fuel oil, kerosene and jet fuel AST's. • 002 - in and outgoing manifold pump area for fuel oil, kerosene and jet fuel. 0 003 - one section of the outgoing manifold/meter out pump area for gasoline tanks. • 004 - gasoline AST containment areas, utility tanks and the other section of the gasoline outgoing manifold/meter out area. • 005 - oily waste landfill and main meter -in area for gasoline. D WR was notified in March that Colonial planned to lease a small portion of the site to a biodiesel transporter. Tank 878, which has been cleaned out several years ago, will be used for biodiesel storage. Stormwater from this area is discharged through outfall 1. Flow Measurement The permit requires episodic flow monitoring for each outfall. No meter is used for flow measurement. The discharge volume is computed using the Rational Method, as indicated in Part I. A. (7) of the permit. V. Records/Reports A comparison of the January 2017 DMR with the corresponding certified laboratory data sheets from Pace Analytical Labs showed that all results were properly transcribed onto the self- monitoring report. VI. Effluent/Receiving Waters The discharge from all five outfalls flows through the large lake on the Colonial Pipeline site. The receiving stream is a tributary of the East Fork Deep River, class "WS -IV *" waters of the Cape Fear River Basin.
