HomeMy WebLinkAbout20060638 Ver 7_More Info Letter_20170605�y Water Resources Environmental Quality June 5, 2017 CERTIFIED MAIL: 7016 0750 000109017174 RETURN RECEIPT REQUESTED Duke Energy Progress, LLC Attn Mr Steve Cahoon 410 South Fayetteville Street Raleigh, NC 27601 Subject: REQUEST FOR ADDITIONAL INFORMATION HF LEE SEEP COLLECTION AND CONVEYANCE SYSTEM Dear Mr Cahoon - ROY COOPER Governor MICHAEL S REGAN Secretary S JAY ZI1\4 ERMAN Director DWR # 06-0638 V7 WAYNE County On May 12, 2017, the Division of Water Resources (Division) received your application dated May 9, 2017, requesting a 401 Water Quality Certification from the Division for the subject project The Division has determined that your application is incomplete and cannot be processed The application is on -hold until all of the following information is received - 1 Avoidance and Minimization Please provide more details regarding avoidance and minimization of 0 23 acres of 404 wetlands (0 09 acres of permanent and 0 14 acres of temporary) impacts for this project In addition, please provide an accounting of potential secondary impact to 404 wetlands from drainage via the newly constructed diversion channel [15A NCAC 02H .0506(f) and (g)] This Office believes that the proposed impacts to 404 wetlands on the plans as described can be moved or reconfigured to minimize the impacts Please revise the plans to minimize the impacts or provide a detailed explanation of why this plan for the activity cannot be practically accomplished, reduced or reconfigured to better minimize disturbance to the 404 wetlands and/or stream As part of the narrative, please conduct an alternative analysis addressing why this is the preferred methodology compared to the previous method authorized by this Office on February 27, 2017 under DWR Project No 06-0638 V6 2.
