CAROLINA INC. 3040 NC Hwy 42 West; Clayton, NC 27520 IM ECOSYSTEMS, C• P:919-3 10PA 5570 May 19, 2017 Mr. Dave Bailey Raleigh Regulatory Field Office(3 6 5 10 US Army Corps of Engineers 2 0 1 7 MgyS 3331 Heritage Trade Drive, Suite 105 -Ql Wake Forest, North Carolina 27587 RE: Pre -Construction Notification: Nationwide Permit 27 & General Certification No. 408 'fes Steelman Park - Stream Restoration City of Greensboro, Guilford County, North Carolina Dear Mr. Bailey: Carolina Ecosystems, Inc., on behalf of the City of Greensboro and their engineering team of Davis, Martin, & Powell, Inc. and Jewell Engineering Consultants, PC, has prepared the attached pre -construction notification (PCN) for the above referenced project for a Clean Water Act Section 404 Nationwide Permit 27 and a Section 401 Water Quality Certification No. 4087. The City of Greensboro is proposing to restore a section of Mile Run Creek and an unnamed tributary to Mile Run Creek in Steelman Park. As part of the Steelman Park Master Plan, the City of Greensboro is proposing a stream restoration project within the park's boundary. The proposed project involves restoring 447 linear feet of Mile Run Creek to 430 linear feet and 195 linear feet of an UT to Mile Run Creek to 200 linear feet, <0.01 acre of wetland enhancement, and stream buffer enhancement (see stream restoration plan for details). Both streams are urban streams that are experiencing channel overwidening, bank failures, ineffective sediment transport, and loss of pools. The restoration work proposes minor adjustments to the stream alignment with the proposed channels: bankfull benches and gentler terrace slopes would be constructed and vegetated; areas along the bank will require the removal of invasives and the reestablishment of buffer vegetation; and grade control structures will be added to the stream bed to create more stable stream channels. Appropriate riffle -pool sequence and proper substrate will be restored. Sediment and erosion control measures approved by the NC Department of Environmental Quality, including installation of coffer dams in the impact areas, will be implemented throughout the project area. The restored linear feet for Mile Run Creek will be less than existing channel due to reducing the curvature of the tight bends in the existing channel. The tight bends are currently unstable, causing significant erosion, and therefore will be modified to a more appropriate stream pattern to provide more stability to the stream banks. Mile Creek Run and its UT are located on the USGS map and/or Guilford County soil survey map, and therefore, are protected by buffers established through the Jordan Lake Buffer rules. However, a buffer authorization is not required since the activities for the proposed project are considered "Exempt" based on the Jordan Lake Buffer Table of Uses. ti Mr. Dave Bailey May 19, 2017 Page 2 of 2 The preceding information, along with the enclosed PCN, USGS map, site photos, and stream restoration plans are being submitted for your review of this project. Sediment and erosion control measures will be implemented according to NC requirements, and approved by NCDEQ prior to implementation. Jurisdictional areas that are not permitted to be impacted and are adjacent to construction areas will be clearly marked with protection fencing or other similar method to avoid inadvertent encroachment. A pump around system will be utilized while construction and grading is occurring in the stream. Copies of the issued permits and impact areas will be provided to the prime contractor and all subcontractors working in or near jurisdictional areas. 2.
