I don't have any concerns. However, have you communicated with Lake
Mattamuskeet National Wildlife Refuge? They may have concerns. I have cc'd

NCDOT requests authorization under Nationwide Permit 13 conditions for
shoreline stabilization along NC 94 on the Mattamuskeet Causeway in Hyde
County. Permit application and documents are attached.
