No facility presently exists. Several developers have looked at the property but none
have actually started construction. Although development was expected prior to the
present date, the economic turndown has forestalled development. Present expectations
are that the property will be developed within the next 18-24 months. Detail plans for
the WWTP will be submitted at that time.

Engineering Alternatives Analysis

The volume of wastewater proposed for discharge from the planned facilities is
estimated at 35,000 GPD. This is based on 55,000 S.F. retail space with public
.restrooms, 5,000 S.F. restaurant and 3Q two-bedroom apartments.
If a loading of 0.5 GPD/Ftz is assumed for subsurface disposal the actual disposal
area required will be 70,000 S.F. With 3' wide trench and 6' separation, 9' O.C., the
actual area required for the nitrification field would be 210,000 S.F. (4.82 acres). In
order to use subsurface 100% repair is required. This means a total of 9.64 acres of
suitable land area would be required. The site is only 11 acres and the area that
topographly could be considered is only some 3-4 acres and is planned for parking lots
and shops.
Facts:
1. The site is not suitable for subsurface treatment of large volumes of
wastewater.
2. Topography eliminates the possibility of spray irrigation on the site.
3. There is no public water in the area; therefore a well system will be required
on the property. This could require 2 acres of the site. Since 2 wells would
probably be required.
4. There is no public sewer anywhere in the area.
Conclusions:
The only viable alternative for treatment 'oF wastewater from the proposed
development of this site is through a properly designed WWTP discharging into the
adjacent surface waters of the Watauga River.

Sludge Management Plan
Clevon Woods Association WWTP
Since the proposed piant is expected to be a 3 5, 000 GPD package treatment plant
on a relatively small site, it would not be practical to construct complete sludge facilities
on site that would permit .the sludge to be disposed of to the general, public. Therefore
sludge from this facility would be pumped, by a septic tank pumper, on a regular basis
and taken to one of the municipal plants in the area. This would be either the Boone
WWTP or the Lenoir Lower Creek WWTP. It is believed that Boone has reserve
capacity to handle this low volume of domestic sludge. However, it is known that the
Lenoir Lower Creek Plant has reserve sludge treatment capacity.
