8. PROJECT SUMMARY: The applicant proposes to dredge an existing boat basin,
construct new bulkhead, and reconstruct an existing net shed over Dough's Creek.
Project Setting
The proposed development site is located at 621 Croatan Avenue, SR 1196, in the Town of
Manteo, Dare County. The project site is located adjacent to Dough's Creek and is contiguous
with Shallowbag Bay and the Roanoke Sound. The project site is a 7,290 square feet parcel
with an average elevation of +1.5 feet above Normal Water Level. According to FEMA's Flood
Insurance Rate Map the property is located within an AE (8) Flood Zone. Man-made features
on the tract include a storage building, crab shedders, a boat basin, bulkhead, net shed and
associated piers. Vegetation on the tract includes domestic lawn grasses, salt grass (Distichlis
spicata), and black needle rush (Juncus roemerianus). The archaeological site Dr 48 is located
within one-half mile of the project site and there are no known archaeological sites in the area
of proposed development.
The project site has approximately 170 linear feet of shoreline adjacent to Dough's Creek.
Approximately 35-feet of shoreline surrounding the boat basin have been stabilized by a low
bulkhead. Existing along the shoreline adjacent to the boat basin is a fully enclosed net shed
located waterward of Normal Water Level. The net shed has been historically used for
commercial fishing operations and is one of few remaining along the shore of Dough's Creek.
The existing net shed is dilapidated and is surrounded on the east and south sides by a
perimeter dock approximately 5-feet wide. The perimeter dock structure on the north side of
the shed has been damaged and only remnant pilings remain. The existing bulkhead is failing
in the area of the boat basin and the westernmost portions have failed entirely leaving only
remnant piles along the shore. In the area where no shoreline stabilization exists, a narrow
wetland fringe of Juncus roemerianus is present, ranging in width from 1-2 feet landward of
Normal Water Level. Distichlis spicata is present and mixed with lawn grasses landward of the
existing bulkhead. The project site has experienced erosion of <1-foot per year, as observed
by the applicant. The areas of shoreline void of bulkhead exhibit a 6"-8" erosion scarp. The
adjacent property to the south has been stabilized with riprap and is an undeveloped residential
lot. The adjacent riparian property to the north has been stabilized with riprap and is a
developed residential lot.
The project site is located adjacent to Dough's Creek. The waters of Dough Creek have been
designated a Primary Nursery Area by the Marine Fisheries Commission. The water depth
adjacent to the bulkhead is approximately -1-feet and approximately -3-feet on the waterward
side of the net shed. The width of Dough's Creek is approximately 138-feet as measured from
the most waterward portion of the perimeter dock. The presence of submerged aquatic
vegetation and shellfish beds have not been observed in the boat basin or waters surrounding
the existing net shed. The waters of Dough Creek have been designated as SA by the Division
of Environmental Management and are closed to shellfish taking.

Development Proposal
The applicant proposes to replace the existing net shed and perimeter dock, dredge the
existing boat basin, and construct new bulkhead for shoreline stabilization. The applicant is
proposing to dredge the existing boat basin to a depth of -3 feet. The boat basin is
approximately 22-feet in length and 10-feet wide and has an average depth of -1 foot. The
applicant proposes to remove 16.3 cubic yards of material, using an excavator, from the boat
basin to be held in a 400 square foot disposal site located approximately 45-feet from Normal
Water Level. The spoil material will be surrounded by silt fence, allowed to dry, and will be
removed by truck. The applicant proposes to construct 123 linear feet of new vinyl bulkhead
aligning the shoreline, with a 10-feet wingwall to the north and a 12-feet wingwall to the south.
The existing 35-feet of failing bulkhead will be removed and replaced within the same
alignment. The proposed bulkhead alignment will have an average distance of 2-feet and a
maximum distance of 4-feet waterward of Normal Water Level. The applicant proposes to
backf ill the bulkhead with clean sand from an upland source. The applicant is also proposing to
reconstruct the existing dock and net shed on Dough's Creek. The applicant proposes to
restore the net shed to its historical use. The net shed is one of few remaining and the Town of
Manteo supports all efforts to restore this historically significant structure. The applicant is
proposing to replace the structures within the existing 24.5-feet long by 33-feet wide footprint.
The existing net shed has been traditionally used by watermen for commercial fishing
operations and has fallen into disrepair. The net shed is located entirely waterward of Normal
Water Level, is fully enclosed and serviced by electricity. The net shed, including roof
overhang, is 25.5-feet wide, 20-feet long, and approximately 15-feet tall. Historically, a
perimeter dock, approximately 5-feet wide existed along the three-waterward sides of the net
shed. A portion of the perimeter dock on the north facing side of the shed was damaged and
has been removed. The south and east portions of the perimeter dock remain and are in need
of replacement. The applicant proposes to reconstruct the perimeter dock structure. The north
dock will measure 20-feet long by 4.5-feet wide, the east dock will measure 4.5-feet long by 28-
feet wide, and the south dock will measure 24.5-feet long by 5-feet wide. The width of Dough's
Creek is 162-feet in the location of the project site and the existing net shed projects 25.5-feet
into the creek. The waters adjacent to the net shed are -3-feet in depth and the depth of the
existing boat basin is -1-feet. The proposed net shed, dock, and basin maintenance will
provide dockage for 2 vessels. Due to the configuration of the shoreline the net shed will not
extend beyond a quarter width of the waterbody and will be aligned with adjacent piers and
shorelines. The net shed will be setback a minimum of 20-feet from the adjacent riparian
property owner to the north and more than 80-feet from the adjacent riparian property owner to
the south.
Anticipated Impacts
The proposed net shed and dock reconstruction will take place entirely within the existing 24.5-
feet long by 30-feet wide footprint. The existing net shed and dock shade approximately 739
square feet of Estuarine Waters and Public Trust Area Areas of Environmental Concern (AEC).
The reconstruction of the removed north portion of the perimeter dock will result in an additional

70 square feet of shading in the EW and PTA AECs. The complete restoration of the net shed
and dock will result in a total of 809 square feet of shading in the EW and PTA AECs. The
existing net shed and dock project approximately 25-feet out into Dough's Creek. The
applicant does not propose expansion beyond the current footprint of the dock and net shed.
The proposed dredging of the existing 220 square feet boat basin to a depth of -3-feet will
result in the excavation of 16.3 cubic yards of material from below Normal Water Level within
the PTA and EW AEC. The resulting spoil material will be placed in a 20-feet by 20-feet spoil
disposal site located approximately 45-feet landward of Normal Water Level within the
Estuarine Shoreline AEC. The spoil disposal site will be surrounded by silt fence, the material
will be allowed to dry and removed from the site by truck.
The proposed 123-feet of bulkhead will result in 246 square feet of fill in the PTA and EW
AECs. The proposed bulkhead alignment on the north and west shorelines will result in 100
square feet of fill landward of Normal Water Level in the Coastal Wetland and Estuarine
Shoreline AEC. The proposed bulkhead, tie back and wingwall construction will result in 1845
square feet of disturbance within the ES AEC. Temporary water turbidity can be expected
during bulkhead and dock construction.

Replace Existing Net Shed and Dock, Perform a Maintenance Dredge Within the
Existing Basin, Repair and Construct New Bulkhead
Project Narrative
Fred Wescott Net Shed is located on Dough's Creek in downtown Manteo NC. Fred Wescott
Net Shed is owned by Mr. Fred Wescott. It is one of the last working net sheds on Dough's
Creek. Mr. Fred Wescott is 82 years old and a lifetime resident. His father Mr. Lloyd M.
Wescott built the Net Shed about 100 years ago. There were about four or five of such buildings
along Dough's Creek and Mr. Fred Wescott's Net Shed is the last survivor. Many people have
painted canvas paintings and taken pictures of this net shed. Mr. Fred Wescott's father and his
two brothers cared very much for this shed and because Mr. Fred is 82 years old, he knows that
he will not be around much longer to enjoy it. For sentimental reasons he would like to leave a
repaired - restored net shed for future generations private use.
The Fred Wescott Net Shed application proposes to do the following as shown in drawings.
1. Replace existing net shed and dock.
2. Perform a maintenance dredge within the existing basin.
3. Repair and construct new bulkhead.

There are no wetlands or coastal wetlands on the site. No other work is proposed on this
property.
The Town of Manteo fully supports all efforts to restore this structure.

The applicant proposes to replace an existing net shed located over Dough's Creek. This net shed has been located on
Dough's creek for approximately 80 years and has fallen into disrepair. The net shed will be replaced within the same
footprint. The net shed will be fully enclosed and will have a roof overhang of 1' on the north and south sides. The net shed
will also have a perimeter dock around three sides to provide access to the building. The applicant proposes to restore the
structure to an operational net shed.
