Cape Fear Steam Electric Plant 500 CP&L Road Moncure, North Carolina 27559 Subject: NPDES Permit Correction Permit No. NC0003433 Cape Fear Steam Electric Chatham County Dear Mr. Beasley: In November of last year the Division received a correspondence from Henry Lyon with Progress Energy regarding a correction to the NPDES permit for the above referenced facility issued on September 24, 2003. The correction request pertained to footnote 1 in the table of Part I, Section C(2) - the reference to the first visual monitoring event and its inapplicability. In accordance with your request and our review, the NPDES permit has been corrected with the applicable page enclosed herein. No analytical testing or sampling is required. 3 Sample Location: Stormwater Discharge Outfall (SDO). SECTION D: STORMWATER DEFINITIONS 1. Best Management Practices (BMPs) Schedules of activities, prohibitions of practices, maintenance procedures, and other management practices to prevent or reduce the pollution of waters of the United States. BMPs also include treatment requirements, operation procedures, and practices to control plant site runoff, spillage or leaks, sludge or waste disposal, or drainage from raw material storage. 2. Bulk Storage of Liquid Products Liquid raw materials, manufactured products, waste materials or by-products with a single above ground storage container having a. capacity of greater than 660 gallons or with multiple above ground storage containers having a total storage capacity of greater than 1,320 gallons. 3. Point Source Discharge Any discernible, confined and discrete conveyance, including but specifically not limited to, any pipe, ditch, channel, tunnel, conduit, well, discrete fissure, container, rolling stock, or concentrated animal feeding operation from which pollutants are or may be discharged to waters of the state. 4. Runoff Coefficient The fraction of total rainfall that is not infiltrated into or otherwise retained by the soil, concrete, asphalt or other surface upon which it falls that will appear at the conveyance as runoff. 5. Secondary Containment Spill containment for the contents of the single largest tank within the containment structure plus sufficient freeboard to allow for the 25 -year, 24-hour storm event. 6. Hope you had a good Thanksgiving! Several weeks back we spoke about Note 1 in the table of Part I, Section (C)(2), stormwater visual monitoring, and this note's inapplicability as initial analytical monitoring was not specified in Section A. If memory serves me correct, I believe our conclusion was DENR would reissue that page with this note removed. I wanted to see where this stood and if we need to do anything on this end to assist you. Thanks for looking into this.
