The USACE 404 permit expired on March 18, 2017. The project is scheduled to LET on June 20, 2017. Therefore, a renewal of the USACE permit will be needed. NCDOT also was issued Water Quality Certification (WQC) No. 3886 from the North Carolina Division of Water Resources (NCDWR) on November 5, 2015. Therefore, a renewal of the NCDWR 401 WQC will also be needed. A change has occurred for a commitment concerning the Northern Long-eared Bat (NLEB) for the project. Previously, the project had USFWS concurrence for the Northern Long-eared Bat (NLEB) that committed to a tree cutting moratorium. In an email correspondence on March 31, 2017 with Marella Buncick, of the United States Fish and Wildlife Service, the moratorium has been removed and the project will now fall under the 4d rule.
