HomeMy WebLinkAboutNC0024406_Memo from Coleen Sullins_19921102November 2, 1992 MEMORANDUM TO: Carla Sanderson FROM: Coleen Sullins SUBJECT: Duke Power - Belews Lake NCO024406 Stokes County WLA# 6802, 6801, 6800, and 6799 I have held the above wasteload allocation fact sheets while we tried to determine the origin of the Total Suspended Solids special condition that allowed discharges in excess of the TSS limit, if it could be proved that the source waters had suspended solids in higher concentrations. This condition has been in the permits since the 1970's. One fact sheet specified the regulation which allowed for this type of a variance, but upon checking the specified regulations, we discovered that it was the wrong citation. Subsequently, we checked with Duke Power, to see if their files indicated the reason for the variance and the regulation which allowed for it. Per conversation with Duke Power personnel today, they have been unable to trace the source. Additionally, upon review of instream TSS concentrations and the permit compliance, they did not see a need for the condition. It is believed that the condition originated when Belews Lake was first being created and thus had higher suspended solids in the source waters. Therefore, the condition will be removed from the permit language when it is sent to public notice. cc: Randy Kepler
