Dear Ms. Steenhuis:
The North Carolina Department of Transportation (NCDOT) is proposing improvements at the intersection of
SR 1130 (Mt. Pisgah Road) and SR 1125 (Cedar Grove Road) in Brunswick County The existing curve on
SR 1130 at the intersection of SR 1125 poses a safety risk to the traveling public and has a history of vehicle
departures, wrecks, or other accidents. The project proposes to realign SR 1130 at the intersection with SR
1125 thereby creating a safer roadway for the traveling public.
Please iind enclosed the pre-construction notification application (PCN) and permit drawings for the above
referenced project. The project has no wetland impacts and has minimal tributary/intermittent stream impacts
at one crossing located at Sta. 37+88 —L-.
Section 404 Permit: We are planning on proceeding with the construction of this project under the latest
USACE Nationwide 14. There are no impacts to special aquatic sites in conjunction with this project,
therefore written approval from the USACE is not required. However, we are requesting e-mail confirmation
from the USACE that we may proceed in accordance with the conditions of Nationwide 14.
Section 401 Permit: We are requesting Section 401 Water Quality General Certification 4088 from
NCDWR. We are providing this application to NCDWR for their approval. Authorization to debit $240
Permit Application Fee from WBS Element 4533.1.9 is hereby given.

SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW
DESCRIPTIONOFREVIEWACTIVITIES. RESULTS, AND CONCLUSIONS: HPOWeb reviewed on 14 April 2014
and 12 September 2014 and yielded no NR, SL, LD, DE, or SS properties in the Area of Potential Effects
(APE). Brunswick County current GIS mapping, aerial photography, and tax information indicated an APE
of cultivated fields and woodland, including a number of developed properties ranging in date from the
1910s to the early 2000s (viewed 14 April 2014 and 12 September 2014). Nine properties contain pre-
1965 resources. The gable-end form and general massing of a circa-1915 house (#1391 Mt. Pisgah Road,
SW, Parcel ID 1990012302) suggest an earlier use (church, school, etc.), but extensive renovations have
diminished its historical integrity. A circa-1930 house stands on a large parcel intersected by the APE,
approximately 730 feet west of the SR 1130 (Mt. Pisgah Road, SW) centerline well beyond likely project
impact (#1709 H& H Road, Parcel ID 21500004). Two circa-1940 resources (#1679 Empire Road, SW
and #1631 Cedar Grove Road, SW, Parcel IDs 19900127 and 1990011802}, as well as five dating to the
1950s and early 1960s (#s 1188, 1200, 1412, and 1457 Mt. Pisgah Road, SW, Parcel IDs 19900097,
19900098, 19900120, and 1990012202 and #1624 Empire Road, SW, Parcel ID 1990006402) are
unexceptional examples of their types. Google Maps "Street View" confirmed the absence of critical
historic structures/landscapes in APE (viewed 14 April 2014 and 12 September 2014).
No architectural survey is required for the project as currently defined.
WHY THE A VAILABLE INFORMATION PROVIDES A RELIABLE BASIS FOR REASONABL Y PREDICTING THAT
THERE ARE NO UNIDENTIFIED SIGNIFICANT HISTORIC ARCHITECTURAL OR LANDSCAPE RESOURCES IN
THEPROJECTAREA: APE extends north along SR 1130 (Mt. Pisgah Road, SW) from the SR 1125 (Cedar
Grove Road, SW) intersection to just north of the SR 1133 (Empire Road, SW) intersection; south to just
south of the Wood Duck Street, SW intersection; approximately 1400 feet east along SR 1125 (Cedar
Grove Road, SW) and 500 feet west along SR 1133 (Empire Road, SW). The APE also extends 200 feet
to either side of the Mt. Pisgah, Cedar Grove, and Empire centerlines to encompass proposed
construction activities. Comprehensive architectural survey of Brunswick County is recent, dating to
2009-2010, and records no properties in the APE. County GIS/tax materials and other visuals illustrate
the absence of significant architectural and landscape resources in the APE.

Project Description: This project calls for a curve realignment and superelevation improvements of SR
1130 (Mt. Pisgah Road) at the intersection with SR 1125 (Cedar Grove Road) in Brunswick County. The
archaeological Area of Potential Effects (APE) far the project measures approximately 1,067,200 square
feet ar about 24.5 acres. This includes 0.82 mile (4,345 feet) along SR 1130 (Mt. Pisgah Road), about
0.15 mile (800 feet) along SR 1125 (Cedar Grove Road), and about 0.09 mile (500 feet) along SR 133
(Empire Road). The Study Corridor width is approximately 200 feet (60.96 m) extending 100 feet (30.48
m) on either side of the road from its present center.
SUMMARY OF ARCHAEOLOGICAL FINDINGS
The North Carolina Department of Transportation (NCDOT) Archaeology Group reviewed
the subject project and determined:
� There are no National Register listed ARCHAEOLOGICAL SITES within the project's
area of potential effects.
❑ No subsurface archaeological investigations are required for this project.
❑ Subsurface investigations did not reveal the presence of any archaeological resources.
� Subsurface investigations did not reveal the presence of any archaeological resources
considered eligible for the National Register.
� All identiiied archaeological sites located within the APE have been considered and all
compliance for archaeological resources with Section 106 of the National Historic
Preservation Act and GS 121-12(a) has been completed for this project.
� There are no National Register Eligible or Listed ARCHAEOLOGICAL SITES present

Recommendation:
In September 2014, New South Associates completed an archaeological survey and evaluation of the
proposed improvements along SR 1130 (Mt. Pisgah Road), from north of SR 1133 (Empire Road) to
south of Duck Haven Avenue. During the course of the survey, one archaeological site (31BW805**)
was located within the project APE. Site 31BW805** does not meet any of the criteria for listing in the
National Register of Historic Places (NRHP) and is, therefore, recommended not eligible. Based on the
results presented, no further archaeological investigations are required for this project. A iinding of "No
Historic Properties" is considered appropriate in association with the proposed road improvements. I
concur with this recommendation since the road improvements will not impact significant archaeological
resources. Should the description of this project or design plans change prior to construction, then
additional consultation will be necessary.

Brief description of review activities, results of review, and conclusions:
The project's Area of Potential Effects (APE) along SR ll30 (Mt. Pisgah Road), SR 1125 (Cedar Grove
Road), and SR 1133 (Empire Road) in Brunswick County was subjected to an intensive archaeological
survey (Figure 1). In September 2014, New South Associates, Inc. completed shovel testing within the
project APE at 30-meter intervals to survey for potential archaeological resources. The purpose of the
fieldwork was to investigate the possibility of unknown archaeological resources that might be impacted
by the proposed undertaking. The archaeological Area of Potential Effects (APE) for the project
measures approximately 1,067,200 square feet or about 24.5 acres. This includes 0.82 mile (4,345 feet)
along SR 1130 (Mt. Pisgah Road), about 0.15 mile (800 feet) along SR 1125 (Cedar Grove Road), and
about 0.09 mile (500 feet) along SR 133 (Empire Road). The Study Corridor width is approximately 200
feet (60.96 m), extending 100 feet (30.48 m) on either side of the road from its present center. The APE
is characterized by lawn, forest, and agricultural fields. Figures 2 and 3 show the general landscape
within the project area. The USDA soil survey map shows six soil types within the APE (see Table 1)
(USDA Soil Survey 2014).

The examination of NRHP, State Study Listed (SL), Locally Designated (LD), Determined Eligible (DE),
and Surveyed Site (SS) properties employing resources available on the North Carolina State Historic
Preservation Off'ice (NC-HPO) website determined that no historic structural resources with potential
archaeological deposits were situated within the boundaries of the APE or proximal. Additionally,
historic maps of Brunswick County were reviewed for former structure locations, land use patterns, or
other confirmation of historic occupation within the APE vicinity. Archaeological and historical
reference materials were inspected as well. Overall, the historical review established that no NRHP listed
properties, archaeological sites, or cemeteries were contained within the APE. However, two
archaeological sites are recorded within one mile of the project area.
The intensive archaeological survey consisted of 110 shovel tests placed at 30-meter intervals (98.4 feet)
along nine transects. One transect was located on either side of the existing roads (Figure 4, 5, and 6).
One shovel test, 7-3, was not excavated because it was located within Empire Road. An additional nine
shovel tests were excavated during delineation of 31BW805**. One shovel test was not excavated
because it was located in the road. Transects ran approximately 15-meters from the road centerline. All
shovel tests measured at least 30 centimeters (12 inches) in diameter and were excavated to at least 10
centimeters (4 inches) into sterile subsoil. All excavated soils and sediments were screened through mesh
screen (0.64 centimeter, 0.25 inch) and all shovel tests were backfilled. A visual inspection of the surface
was also done in conjunction with subsurface testing.

Soils varied greatly throughout the project area. In the southern portion soils seem to go deeper. At
Shovel Test 1-2, the soil profile consisted of gray (lOYR 5/1) sand ten centimeters thick (Stratum n
followed by dark yellowish-brown (lOYR 4/6) sand up to 35 cmbgs (Stratum II). Stratum III was brown
(lOYR 4/3) sand reaching to 80 cmbgs. The final stratum (IV) was very dark grayish brown (lOYR 3/2)
hydric sand. Typically, soil was shallower and consisted of two ar three strata. An example is the soil
profile at Shovel Test 5-4, which consisted of ten centimeters of grayish-brown (lOYR 5/2) sand (Stratum
I) followed by yellowish-brown (lOYR 5/8) sand reaching up to 20 cmbgs (Stratum II). Stratum III
consisted of brown (lOYR 5/3) sandy clay.
Site 31BW805** is a small twentieth century site consisting of an articulated chimney and a light scatter
of historic debris from two positive shovel tests. The site is located on a terrace approximately 105
meters northwest of an unnamed tributary of Shallotte Creek. Delineation shovel tests were excavated on
10 meter and 15 meter grids (Figure 7). One shovel test location (475N/SOOE) was not excavated due to
the presence of Empire Road. The brick chimney base dates to the twentieth century (Figure 8a).
Vegetation consists of a manicured lawn and a light understory surrounding the chimney base (Figure 8b).
Soils within the site are best represented by shovel test 490N/SOOE. Stratum I consisted of a very dark
gray (lOYR 3/1) sand up to 30 centimeters deep. This was followed by yellowish-brown (19YR 5/8)
sandy clay (Stratum II). A total of five artifacts was recovered from the two shovel tests and consists of
one wire nail, one fragment of clear container glass, one chimney glass fragment, and two pieces of non-
human bone.

Site 31BW805** is a small twentieth century site with a partial chimney and a small scatter of historic
artifacts. The assemblage is too small to permit meaningful analyses and features are not likely to exist.
The site has little to no potential to provide important information beyond that which has been
documented far the current project. Additional work here will not add to our understanding of the historic
settlement of Brunswick County. This site is recommended not eligible for the NRHP and no further
work is recommended here.
Archaeological investigation of the APE included both pedestrian walkover and systematic shovel testing.
Surface visibility was limited to a plowed feld on Transect 6. No artifacts were observed and all of the
shovel tests were negative.
No further archaeological investigations are recommended for the proposed road improvements to SR
1130. The proposed improvements will not impact any significant archaeological resources.

An evaluation of natural communities and threatened and endangered (T&E) species
for the NCDOT Realignment of SR 1130 (Mt. Pisgah Road) at SR 1125 (Cedar Grove
Road) east of Shallotte in Brunswick County included a GIS-based review of aerial
imagery, USDA soil survey mapping, USGS topographic mapping and LiDAR imagery;
a wetland and stream delineation; review of the North Carolina Natural Heritage
Program (NCNHP) web-based mapping tool; and a field survey by qualified
environmental scientists.
Fifteen federally threatened and endangered species are listed in Brunswick County
by the US Fish & Wildlife Service according to the county list, updated March 25,
2015. The species include: American alligator (T (S/A)), bald eagle (BGPA), green sea
turtle (T), hawksbill sea turtle (E), Kemp's Ridley sea turtle (E), leatherback sea turtle
(E), loggerhead sea turtle (T), piping plover (T), red-cockaded woodpecker (E), red
knot (T), West Indian manatee (E), wood stork (T), Cooley's meadowrue (E), rough-
leaved loosestrife (E), and seabeach amaranth (T).
Biological Conclusion:
No Effect
Review of GIS data and the NCNHP web-based mapping tool did indicate current
observances of the American alligator within one quarter mile of the project area. The
project crosses two water features which flow to Ox Pen Branch as well as Shallotte
Creek. The wetland habitat could support American Alligator. However, a field survey
of the project area was conducted on March 4, 2014 and no species were observed.
