The inspection found the Brenntag treatment system to be compliant with the NPDES permit. The inspection findings are detailed below and an inspection checklist is attached. I. Permit The current permit became effective December 1, 2016, and will expire at midnight on May 31, 2021.No significant changes have been made to the processes since last renewal. Please keep the most updated permit on-site. • II. Records/Reports For this inspection,the DMRs were reviewed for the period January 2016 through December 2016. The facility was found to be compliant with the effluent permit limits for the above period. A comparison of October 2016 DMR with the field records and laboratory results revealed that Flow, pH, Toluene, Benzene, Trans-1,2-Dischloroethene, Trichloroethene, and the result of Chronic Toxicity had been correctly transcribed.Brenntag staff perform the on-site monitoring for continuous flow and pH.ARCADIS collects the quarterly samples for the remainder of the effluent parameters to TestAmerica laboratory and R&A laboratory(only for toxicity test). Please note that the facility does not possess a field parameter certification currently,which shall be obtained through Laboratory Certification Branch of NC DEQ. III. Facility Site Review The groundwater remediation system consists of the following: two extraction wells, a single surge tank,two in-line strainers (bag filter#1 &bag filter#2), and an air stripping tower. Flow is monitored using the mechanical totalizers on the influent lines from extraction wells EW-1 and EW-2. The facility appeared to be competently operated and maintained. Flow Measurement The permit requires continuous flow recording. Flow data reported on the DMR are obtained from mechanical totalizers located on the influent lines of recovery extraction wells EW-1 & EW-2. ARCADIS calibrates the totalizers periodically.An ultrasonic meter with parshall flume is located outside the remediation building, and is used as a back-up meter for flow measurement. VI. Effluent/Receiving Waters The system discharges into an unnamed tributary of South Buffalo Creek, class "WS-V; NSW" waters of the Cape Fear River Basin.
