General Comments:
Marshall Clawson started the meeting by introducing the project and stating that the purpose of the
meeting was to review Avoidance and Minimization and the 30% hydraulic designs
Mr Clawson indicated that the commitment regarding spanning the two lateral ditches along US 74 by
installation of a 2 span bridge should not be a commitment since the lateral ditches are not jurisdictional
He indicated, however, that the lateral ditch on the south side would be spanned in order to utilize the
existing 2 @ 48" RCP under US 74
Mr Clawson then handed the meeting over to Henry Wells Mr Wells proceeded through the project
sheet by sheet explaining the proposed drainage design and fielding questions
Plan Sheets 4:
No jurisdiction streams are present on this plan sheet and there are no impacts to wetlands
Plan Sheets 5:
Mr Wells noted that there is an existing culvert under US 74 that will be extended on the inlet end There
is no extension on the outlet end where the jurisdictional stream begins The existing culvertis a2 @
48" RCP The culverts will be extended and a headwall installed
A portion of the wetland will be left inside Loop C between existing NC 242 and proposed NC 242 This
wetland will be considered a total take It was proposed by Chris Militscher that the area within the Loop
not be mowed
Stormwater from Loop C discharges into the jurisdictional stream at the outlet of the 2 @ 48" RCP
Stormwater from the pavement and curb and gutter installed on Loop C will be discharged into a
preformed scour hole and allowed to flow overland before discharge into the jurisdictional stream
A wetland will be impacted by proposed NC 242 on the south side of US 74 An equalizer pipe will be
installed in order to provide hydrology to the wetland on the east side of proposed NC 242
A wetland will be impacted along Ramp A Discussion occurred regarding the installation of a proposed
equalizer pipe to provide hydrology to the isolated wetland between Ramp A and Loop A Chris
Militscher requested that installation of the pipe be a commitment
A wetland will be impacted by proposed Ramp A and a proposed driveway (SR) No comments were
made
There is a jurisdictional stream that is outside the project area will not be impacted

A wetland will be impacted by proposed Ramp A No further comments were made other than those
mentioned above by Mr Militscher

Mr Wells stated that a there is a 3 @ 7' X 8' box culvert at the beginning of the fob The roadway grade
has been tied in prior to impacting the culvert and therefore there will be no need for a culvert extension

Just a small amount of wetland impact continued from the previous plan sheet at the matchhne
No other impacts
