To Mr. McMillan:
The purpose of this letter is to respond to your Request for More Information letter
dated August 1, 2008. The original questions/requests are copied below as they
appear within letter and are then followed by our response. Because the responses to
both of these questions are similar, I have combined my response in one paragraph
that follows the questions/requests.
Additional Information Requested:
1. Per the requirements of the Neuse River Basin Riparian Buffer Rule, you must show
that this site meets diffuse flow requirements with a level spreader or other BMP per
Chapter 8 of the BMP Manual (see http://h2o.enr.state.nc.us/su/bmp forms.htm).
2. Please provide an inventory of imperviousness surfaces in each drainage area. The
inventory should include all proposed building footprints, roads, driveways,
sidewalks, gravel-surfaced areas, amenity areas, etc. A Stormwater Management
Plan (SMP) must be provided for any drainage areas that exceed 24%
imperviousness. For each BMP, provide a completed BMP Supplement Form with
all the required items (see http://h2o.enr.state.nc.us/su/bmp forms.htm). Per
NCAC 2B 15A: 02H.1000, a "drainage area" is defined as "the entire area
contributing surface runoff to a single point." Please provide your SMP.
After receipt of the Request for More Information letter, a phone call was made to
Ian McMillan to discuss this project history. This entire subdivision design and
stormwater management plan was submitted to the NCDWQ back in November
2005 for review and approval. The applicant received a Waiver of a 401 Water

Quality Certification on January 24, 2006 and an Approval of Neuse River Buffer
Rule Authorization Certificate on February 1, 2006, both of which were included
within the original application for this project on July 28, 2008. The stormwater
management plan that was designed for this subdivision was designed for 43%
imperviousness and included constructed wetlands. After explanation of this to
Ian McMillan, he requested that I submit a copy of the BMP that will be treating lot
#15, along with a footprint of the house that will be constructed on lot #15 back to
the DWQ for their files. Therefore, attached are both the original sheet C2.1 &
C7.4 which includes the drainage area for lot #15 and the BMP, the grading plan
of lot #15 showing the footprint of the structure that is proposed to built and a
signed and sealed Professional Engineers Certification of Engineered
Stormwater Structure letter from the original engineer that designed the
stormwater management plan for the Olde Carpenter Property subdivision
verifying that the BMP's are constructed as proposed.
We anticipate that this answers all of the DWQ's questions in order to complete the
final review process requested for the written concurrence of Water Quality
Certifications 3705. If you have any further questions or any additional explanation is
needed, please don't hesitate to call.

Stormwater Control Structure for Olde Carpenter Property Single Family have been
partially constructed in compliance with the approved construction plans and
specifications. This statement is based on reviews of the partially complete as-built
drawings and having made periodic inspections and reviews during the construction of
the Engineered Stormwater Control Structure. Each BMP still requires removal of
accumulated sediment that occurred during construction, complete asbuilts, and the
lanting of aquatic plants.
