The four-slip pier will serve lots 172, 173, 174, and 175, with an individual slip being deeded to each lot. The boatramp and kayak/canoe launch will serve as amenities for all owners and residents of the subdivision. The subdivision is accessed from Piney Green Road near White Oak High School through Aragona Village and is located in the extraterritorial jurisdiction (ETJ) of the City of Jacksonville. State stormwater and erosion and sedimentation control plans have been approved and Jacksonville has granted preliminary approval for the subdivision. Outside of the CAMA AEC, work has begun on grading and filling of the site, road construction, and installation of utilities and other project infrastructure. Great Northeast Creek is classified as Inland Waters and is not designated as a primary nursery area by the NC Wildlife Resources Commission. The waterfront area at both the four-slip pier and amenity site is bordered by jurisdictional wetlands. No coastal wetlands were observed during a field visit with a representative of the NC Division of Coastal Management. The 6' x 320' wood pier is to be located along the joint boundary line between lots 173 and 174 on Broadleaf Drive. The elevated wood pier may terminate when clear of the wetland area, with optional concrete walkway, earthen path, or other alternatives being utilized by the owner/developer beyond the wetland area. A 6' x 53' fixed platform, two 3' x 18' finger piers, and four tie pilings will create four wet slips to be deeded to individual owners of lots 172, 173, 174, and 175. Within 60 days of construction of the dock, the owners of the subdivision will designate each of the slips to an individual lot and designate the entire shoreline along lots 172, 173, 174, and 175 towards the 4-slip docking facility. Appropriate legal documents will be recorded to deed each slip to a specific lot and eliminate the rights of the property owners of these lots to construct additional piers within their areas of riparian access. In addition to the deed restrictions, language will also be incorporated into the restrictive covenants for the subdivision prohibiting additional piers within the areas of riparian access for lots 172, 173, 174, and 175. A subdivision amenity site will be provided at the end of Jasmine Lane between lots 168 and 169. A boatramp with paved turn-around/maneuver area and canoe/kayak launch are proposed for the amenity site. The 32' x 14' steel reinforced concrete ramp will accommodate a toe depth of -3.0' NLW. The top of the ramp will be located more than one foot above NHW. The ramp sections will be prefabricated (formed, poured, and cured) on high ground prior to final placement below NHW. The paved boat and vehicle maneuver/turn-around area associated with the ramp will connect to an existing subdivision road (Jasmine Lane). The paved turn-around/maneuver area will be located outside the coastal shoreline AEC, as shown on project plans. No parking will be allowed at the amenity site. The canoe/kayak launch will consist of a 4' x 48' wooden dock. The dock will be elevated a minimum of 3' above the wetland substrate measured to the bottom of the decking.
