Albert G. Lee Page Two PROJECT DESCRIPTION: Mr. Albert G. Lee has requested that the attached application be processed under the Express Permit Review Program. The project site is located at 222 Pond Drive, off Old Causeway Road, adjacent to a man-made canal off the AIWW, in Atlantic Beach, Carteret County. To get to the property, take East 24`h Street from Morehead City towards Atlantic Beach. Cross the Atlantic Beach high-rise bridge and turn right onto Old Causeway Road. Travel along Old Causeway Road and take the first left onto Pond Drive. The subject property is the last house on the right at the end of Pond Drive. The property is currently developed and contains a single-family residence, docking facility, bulkhead and man-made boat basin. Vegetation on the property consists of lawn grasses and ornamental landscaping. There are no coastal or "404" type wetlands located on, or adjacent to the property and the entire shoreline along the basin side is bulkheaded. Site elevations range from 4'-6' above the Normal High Water. The Atlantic Beach Land Use Plan classifies the adjacent waters as Conservation, and the adjacent high ground portion of the project area as Developed. The waters of Bogue Sound (in the vicinity of the project site) are classified as SA by the N.C. Division of Water Quality. They are NOT designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT: The applicant is proposing to construct a new section of bulkhead and fill a man- made basin, adjacent to an existing man-made basin, located off the AIWW, in Atlantic Beach. According to the application package, the applicant proposes to construct a new 18' section of bulkhead along the eastern shoreline, across the entrance of the existing 18' x 26' boat basin. The new wall (comprised of vinyl) would connect the two existing sections of bulkhead that currently stabilize the shoreline to the north and south of the basin. The applicant indicates that once the new wall is installed, the water within the basin would be pumped into the adjoining boat basin and the existing walls within the basin would be removed. Once the old basin is pumped, the applicant proposes to fill the 18' x 26' area with clean fill material, bringing the elevation to the current grade. According to the applicant, a thin layer of topsoil (located landward of the existing walls) would need to be removed in order to get the new wall below grade. 10. ANTICIPATED IMPACTS: The proposed filling of the upland basin would impact approximately 468 sq. ft. of previously dredged high ground. As proposed, it appears that the filling activities, and bulkhead installation, would not impact Coastal Wetlands, Primary Nursery Areas (PNA), Submerged Aquatic Vegetation (SAV) or open shellfishing waters. Minor increases in turbidity should be expected during the project period however, no long term or adverse impacts are anticipated.
