See emails below, specifically the very first email from Dale Crisp. And just to avoid the question, is my
understanding that Wake County Public School System will be installing the 8" pipe and at a later date, the City
of Raleigh will be upgrading that to a 24" pipe. This upgrade will take place after the City determines the specific
requirements of the Smith Creek Trunk Sewer Improvements.

In conversation with Glenn last week, it is my understanding that CLH can keep the slopes of the 8" sanitary
sewer main to a minimum which would allow the sanitary sewer to only "temporarily" impact Smith Creek vs.
"permanently" impact Smith creek by remaining above the bed of the stream. Therefore the previous approvals
from the USACE and the NCDWQ can be used for this project as long as the "footprint" of the temporary
impacts will stay the same. If you have any questions, please feel free to give me a call or send me an email.

From my understanding based on conversations with the Town, there is no need for an off-site easement. The
area in question is within the 100' stream buffer dedicated to the Town of Wake Forest for their Clean Water
Management Program. Site plan approval by the Town provided us with the access to install the sewer in that
area. I hope this clears up any confusion.
We are working on the revision and will submit them to the City in the immediate future.

Thank you for your explanation it clears up any confusion I might have had. Please record the off-site easement
prior to installing the 8" . Technically, the off-site easement should have been recorded prior to approval of the
construction plans. Technically, you have no access to public sewer until that easement exists. It is for our
protection as well as yours.

Thanks for the quick response. In response to your questions:
Yes, we will be connecting at the same point.
No, the off-site portion of the easement has not been recorded, yet. This is something that will occur prior to
completion of the project and obtaining a C.O.
We will submit revised drawings (with the required permit information) to the City as soon as possible; however,
there seems to be some conflict between your email and the email from Dale Crisp (seen below). From Dale's
email, it is my understanding that we install the 24-in main as shown on the plans and only need to install the
8-in extension across the stream. The City will come back in the future and re-install that portion of the line
when the Smith Creek Trunk Sewer Improvements are designed and installed.

Is that correct? Please advise.
It is paramount that all parties are on the same page with this issue, as there are still some lingering permits that
may need to be acquired. From conversations with S&EC, if the 8-in extension is allowed to be installed and it
will not encroach above the stream bed, then we are already approved by DWQ and USACOE under the current
NWP-12.
We can try to schedule all parties involved to a meeting if WCPSS or the City feel it is necessary, but hopefully
we can resolve these minor discrepancies over emails.

Glenn,
Please submit a new drawing and application with the 8" extension for the high school. Will you be connecting at
the same point the 24" was proposed to be installed? It is my understanding the 24" will still be installed once all
stream crossing permits are obtained. Is that correct? If that is not the agreement please let me know since the
outfall to serve the basin will have to be installed at some point. I have not been in on the full discussion and
was out of the office on Thursday and Friday. Has the off-site portion of the easement been recorded yet?
Please have the legal reference on the plan for the easement. We are requiring the stream crossing permit
approval from DWQ and/or the corps permission to appear on the plans either by permit approval # or letter
since this has become an issue in many projects.

I would assume the City needs atleast another drawing showing the reduction to an 8-in line and the profile view
of the stream crossing? Is that correct? Does this mean we can begin construction, or do we need to wait until
this revision is approved? Please advise.

How does the below email affect the permitting from your side of things? I would assume that we are now back
to a temporary impact and are already approved? Doyou need a new drawing showing the new crossing?

Sorry for the delay in getting this memo to you to confirm our discussion from Wednesday.
You may proceed with the design and permitting of the minimum sewer extension necessary to serve this new
school since we have not yet determine the requirements for the Smith Creek Trunk Sewer Improvements - I
assume this will be an 8-inch sewer main extension. However, we do require that you provide a 40 feet wide,
recorded permanent sanitary sewer easement across the school property in order that we may parallel the
existing trunk sewer at some point in the future to provide additional future capacity. Thanks, Dale.
