However, based upon our review process we did not regard this as a project that required the SEPA documentation you have noted in your e-mail correspondence. Moreover, the Wildlife Resources Commission was aware of the mussel population and diversity, yet chose not to request any restrictions or design standards beyond their standard comments. In addition, we see the lengthened bridge as an improvement despite the permanent impacts from the bridge bent in the water. Based on these factors, DWQ issued the 401 certification as applied for on December 29, 2007. As always, if you have additional comments or questions, please let me know. Thanks.
