Dear Mr. Jacobs:
The -planning for this bridge replacement project began in 2002 when Start of Study
letters were sent to federal, state, .and local officials requesting input concerning the.
project. The local contact on this project was Sohn Link (Orange County Manager).
During the information gathering process, several state and federal agencies provided
comments. In addition, two area residents contacted us for further information
concerning the proposed project and in September of 2005 a newsletter was sent to the
residents in the immediate area of the project. A third area resident contacted our office
following the distribution of the newsletter. NCDOT Project Development staff has also
been in contact with county planning staff on several occasions during the development
of the project.
During the design phase several different span arrangements were considered with the
final design being. a two span box beam structure. After receipt of your letter of
December 18, 2007 NCDOT has re-evaluated the project and has chosen to modify the
existing twa span box beam design to a three span cored slab design. This design change
will allow the location of the interior bents to be shifted outside of the water channel onto
the dry bank area that, in turn, will eliminate the need for the rock causeway.
In addition, in an effort to protect mussel species believed to exist in or near the project
area, NCDOT has specified that "Design Standards in Sensitive Watersheds" be used for
this project. These design standards offer the highest level of erosion control measures
NCDOT implements on a project.

At this time we feel that an appropriate amount of public exposure has lien both put
forth and received. The current schedule for this project has a let date of July 15, 2008
designated.
