Re: Additional Information for Section 401 Water Quality Certification, Sammy Church
Please see the attached plat. Mr. Church is proposing to divide a seven acre tract of land
into 3 parcels ranging froml.7-2.8 acres each. This tract of land is adjacent to a Christmas tree
field that was previously accessed for upkeep and maintenance care via an adjacent private
driveway. The private driveway is not owned by Mr. Church. The trees on the property are
reaching maturity for harvest and large trucks must be brought in to load the trees for sale.
Because the private driveway is paved the owner would not allow the road to be used for large
truck travel. To offset the cost of a new road to extract the Christmas trees Mr. Church would
like to subdivide the seven acre parcel.
The proposed lots would not require any further jurisdictional impacts.
An Examination of alternatives as part of the minimization and avoidance burden reveals,
one alternative site that was dismissed because of the steepness of the road grade would have
made the route inaccessible to large trucks. In addition this impact would also require
jurisdictional stream crossing. (See location on attached Aerial Photo)
