Rebecca,

I can not consider the project complete in accordance with the permit as issued until the live stakes are
planted. That was part of the application, and therefore part of the approved actions in the permit. If it
will help, I can send you something that says the in-stream work is complete per the certificate
submitted and the live staking will occur this fall, but I can not say its complete in accordance with the
permit issued by DWQ at this time. I apologize.

Daryl has left the DWQ. I will be handling his projects and other 401 issues. Give me a few days to
catch up and review the original project and I'll either send you a letter, or ask to schedule a site visit, I
won't know which until I review the entire file.

Quaintance-Weaver would like to have something from DWQ (an email would work for them) to close out their
permit in order provide documentation to their lenders that they have met the requirements listed in the permit.
Right now they are not pursuing restoration credit for this. Would it be possible for you to provide an email or
letter to this effect? Please let me know if you need any more info for this project.
