Easley, Governor William G. Ross Jr., Secretary North Carolina Department of Environment and Natural Resources Zva509'X3 Coleen H. Sullins, Director Division of Water Quality June 9, 2008 Subject- Target Distribution Center Newton, NC, Highway 10. Catawba County, NC jUN 12008 0ENR - Vffil-ER OUTAUTY vVE1 LANDS AND STORN9YVER BRANCH On June 3, 2008, Mr. Eric Kulz and I conducted an inspection of the mitigation project at the subject site. The area inspected was that of the stream restoration conducted in the bottomland/flood plain of the South Fork Catawba River. In general, the stream restoration appeared to be functioning. However, the following observations were made: 1) The structures (cross vanes) at the beginning of the reach need to be enhanced. There are several gaps between the boulders that should be closed/minimized. Should the fabric that currently covers the gaps gives way or tears, the stability of the structure may be undermined. 2) Stream flow appeared to be eroding the soil behind the root wads. This area needs to be observed and any repairs made as necessary. 3) The channel has sections of "consolidated" clay as the substrate. On the surface, these sections are creating grade controls and riffles. However, the riffles and apparent grade controls are a function of the erosion of these areas. These areas should be under observation to determine if the erosion of these "consolidated" clay areas adds to the instability of the channel. 4) More plantings along the channel appeared to be needed to fill out the required fifty-foot (50 ft.) wooded buffer. 5) The major concern is the step down of the restored channel to the South Fork Catawba River, which was not functioning. Stream flow was going through the rocks/boulders as it flowed into the river. Cross vanes such as those constructed at the beginning of the reach should be utilized. The step down should begin a little sooner than was observed (as discussed at the site). Questions? Please do not hesitate to contact me at (704) 663-1699 or Eric Kulz at 919-715-9050.
