Below are the responses. 1. The stormwater plans are attached. A wet detention pond will be utilized to achieve the 85% TSS removal rate. 2. Attached is a justification of avoidance and minimization. 3. Attached is a cross section and profile view of the proposed impact. 4. Temporary impacts are shown on sheet C11.0 on the dewatering detail. 5. Project will be built in the dry. A pump around will be used to bypass the construction area. These existing buildings pose a navigation problem with the site due to the nature of the business that will occupy it. The proposed use is a district office for Blue Ridge Electric Membership Corporation (BREMCO). The business will utilize the back portion of the property for truck parking & pole storage. Blue Ridge needs to be able to navigate the site from East to West to transport poles and other equipment. The existing garage building poses a problem with the navigation due the close proximity to the creek at the North of the Building and the narrowness of the driveway to the South. This drive to the South is not suitable for Blue Ridge to navigate the tractor trailers and the line trucks in and out of the site pulling the long power poles. This narrowness of the drive is a direct result of the length needed for the driveway off of Highway 163 to accommodate at least 2 tractor trailers. It must accommodate at least 2 tractor trailers due to the fact that there will be a security gate that will stop the flow of traffic off of Highway 73. As discussed above the fact that there are existing buildings on the site limit BREMCO to layout of the site to minimize impacts to the site. Also there are topo issues on the site that limit the placement of buildings in the east and west location, so there is not play in the placement of the buildings on site. Also BREMCO needs the maximum amount of storage at the rear of the site for power poles and other equipment storage. This need for stocked items is critical to the operation of the Company. BREMCO serves a majority of Ashe County with power and with this storage of equipment on site the reponse times to power outages due to icing, storms, etc. is quicker than if the company had to import the equipment needed. In summary, due to the location of the existing building on site, topo constraints and the needs of the owner to operate their business with proper navigation on site, BREMCO needs to pipe to pipe the 142 LF of creek. These procedures are applicable to small drainage areas and include provisions to account for urbanization. The following procedures outline the use of the SCS-TR 55 method. Peak The SCS peak discharge method is applicable for estimating the peak runoff rate Discharges from watersheds with homogeneous land uses. The following method is based 3.10.2 on the results of computer analyses performed using TR-20, "Computer Program for Project Formulation- Hydrology" (SCS 1983).
