Condition for 20081185

The restoration plan includes a list of appropriate species for planting, but does not
specify the number of species that will be planted at the site. Proposed success criteria
involve only woody stem counts, which may be inadequate for full characterization of
site development. DWQ supports the proposed CVS-EEP monitoring protocol, and
expects that planting and success evaluation at the site will reflect not only stem counts,
but also the diversity of the targeted community types described in section 5.3 of the
plan.
