Dear Mr. Hennessy:

The NCDOT Bridge Management Unit is starting the environmental and engineering
studies for the B-4585 bridge replacement project. The project is included in the Draft
2009-2015 North Carolina Transportation Improvement Program and proposes to
replace Bridge No. 65 and Bridge No.66 over Toisnot Swamp in Nash County. It is
anticipated that a programmatic Categorical Exclusion (CE) will be prepared for this
project.

We would appreciate any information you might have that would be helpful in evaluating
potential environmental impacts of the project. If applicable, please identify any permits
or approvals that may be required by your agency. In order to include your comments in
the CE, we would appreciate your response by March 5, 2008.
