The DWQ has determined that your application will require further additional information. Please provide the following information so that we may continue to review your project and prevent denial of your application as required by 15A NCAC 2H .0506: Additional Information Requested 1. Sand Filter: a. The dimensions and surface areas at various elevations of the sand. filter reported in the table on plan sheet 1.9, as well as in the supplement fozxtt, do. not match the measured values from the plan view at the given scale. Please revise the numbers and/or scale accordingly, b. The volume calculations must be started from the top of the sand filter (238.0 ft), with the water quality volume contained above this elevation plus a minimum freeboard of 6", when the volume in the filter media itself is not included in the calculations of the available storage. Please note that there is no incmnental volume at the base elevation 238,0 ft. c. Plcase add a note to specify that the permeability of the sand shall be. verified to be approximately 3.5fild.ay. In particular, wheat in operation, under no circumstance shall the sand permeability fall below the value obtained from: Minimum permeability = (Average head, hA± Depth_of Ater, df) Maximum drainage time, 1.66 days d. Additional Information Requested Sand Filter: a. The scale of the plan view has been corrected and the areas shown in the tables and Supplement Form now scale accurately. b. The volume calculations now begin at the top of the sand filter. c. A note has been added to Sheet 19 stating that the permeability of the sand chosen will be tested to verify permeability of 3.5 ft/day and that at no time shall permeability of sand filter fall below the actual rate obtained through shown calculation per. d. We have designated that the clay liner be installed under and around the forebay and around only the sides of the sand filter, specifically not in the bottom of the sand filter. e. The berm separating the sand filter and dry detention basin now has 3:1 slopes on both sides and a 5' flat top. f. The slope above the sand surface is 3: all around and is called out as vegetated. g. Underdrain pipes have been specified at 0.5% and 4", with sizing calculations added below the Sand Filter Profile. h. This maintenance record will be kept in a log in a known set location. Any deficient BMP elements noted in the inspection will be corrected, repaired or replaced immediately. These deficiencies can affect the integrity of structures, safety of the public, and the removal efficiency of the BNT. Important maintenance procedures: - The drainage area will be carefully managed to reduce the sediment load to the sand filter. - Once a year, sand media will be skimmed. - The sand filter media will be replaced whenever it fails to function properly after vacuuming. There will be a right-of-way dedication of 0.04 acres at the intersection of New Bern Avenue and Raleigh Beach Road. This will leave a net site area of 2.02 acres. The existing site stormwater drains to the west corner of the site to the intersection of New Bern Avenue and Raleigh Beach Road. For the new development stormwater detention will be required to restrict the peak post- development stormwater discharge to the pre-development rate of flow. The detention will be provided with the use of an above ground dry detention pond with a restrictor opening in the riser structure in the bottom of the pond. The post development stormwater discharge has been divided into two drainage areas. Area A is the lower undeveloped portion of the site. The stormwater discharge from this area is un-detained. Area B is the portion of the site being developed and this discharge will be captured and detained in above ground detention pond. The stormwater routing calculations were performed using Hydra Flow Hydrographs to satisfy the City of Raleigh requirements for stormwater detention. Findings Peak Discharge Reduction for the 2 and 10 Year Storm Pre-Development Q2 = 3.37 cfs Q,o=4.23 cfs Post-Development (Un-detained) Q2 = 6.28 cfs Q10 = 7.88 cfs Post-Development (Detained in Above Ground Dry Detention Pond) Q2 = 3.34cfs Q,o=4.13 cfs Nitrogen Reduction Calculations Nitrogen reduction measures are required for this development by NC DWQ. The nitrogen reduction will be achieved with the use of an Open Basin Sand Filter with Forebay. A 35% TN removal is provided with this structure. The Open Basin Sand Filter is designed to handle the first inch of rainfall over the drainage area. A Flow Splitter Storm structure will be utilized to divert the amount of stormwater discharge over the one inch rainfall event directly into the above ground detention pond.
