SUBJECT: SR1401, Alex Woodruff Road, Unnamed Tributaries New River, Alleghany
County
North Carolina Department of Transportation (NCDOT) proposes to widen and pave SR1401.
Biologists with the North Carolina Wildlife Resources Commission are familiar with habitat
values in the area. These comments are provided in accordance with the provisions of the Fish
and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d) and the North
Carolina Environmental Policy Act (G. S. I I3A-1 through 113A-10; NCAC 25).
The NCDOT project will impact a total of 43 additional feet of stream channel. A temporary
dewatering process will be used for the project to allow portions of the project to be done in the
dry and to minimize sedimentation and turbidity. Trout are not indicated for this area; however,
the road runs parallel to the New River Aquatic Habitat Site No. 355 where the Purple
wartyback, Cyclnaias tuberculata (NCE) has been documented in the New River (uppermost
known river location for this species).
Based on our review of the submittal and our knowledge of area habitats, we will not object to
the project as proposed providing aquatic life passage is provided to the extent practicable and
stringent sediment and erosion control measures are used for the project. Sediment and erosion
control measures should adhere to the design standards for sensitive watersheds (15A NCAC 4B
.0024).
