After recognizing that a wet pond is not meant to service a site as small as this one I received verbal approval from Joseph Gyamfi to substitute an open basin sand filter for the wet pond and grass swale that was previously submitted. Although the grass swale remains as a conveyance we are no longer seeking nutrient removal credit for it. Additional Information Requested Wet Pond (Changed to Open Basin Sand Filter w/ Forebay) a. The correct supplement form for a sand filter has been filled out and stage storage calculations have been added to sheet 19. b. Required items checklist for a Sand Filter has been completed and is attached. c. A cross section of the new sand filter is provided on sheet 19 along with flow splitter device details and all related calculations. d. No planting plan is required for the sand filter. e. In lieu of a soil report we have designated that a clay liner be installed under and around the sand filter which should give the same benefit for this device that it would have given the wet pond. f. There is no outlet structure in the new sand filter (Over flow is handled by the flow splitter at the head of the forebay.) 2. Grass Swale (Now utilized for conveyance only) a. The required items checklist for a grassed swale is no longer relevant since all nutrient removal is being handled through sand filter. b. There will be a right-of-way dedication of 0.04 acres at the intersection of New Bern Avenue and Raleigh Beach Road. This will leave a net site area of 2.02 acres. The existing site stormwater drains to the west corner of the site to the intersection of New Bern Avenue and Raleigh Beach Road. For the new development stormwater detention will be required to restrict the peak post- development stormwater discharge to the pre-development rate of flow. The detention will be provided with the use of an above ground dry detention pond with a restrictor opening in the riser structure in the bottom of the pond. The post development stormwater discharge has been divided into two drainage areas. Area A is the lower undeveloped portion of the site. The stormwater discharge from this area is un-detained. Area B is the portion of the site being developed and this discharge will be captured and detained in above ground detention pond. The stormwater routing calculations were performed using Hydra Flow Hydrographs to satisfy the City of Raleigh requirements for stormwater detention. Findings Peak Discharge Reduction for the 2 and 10 Year Storm Pre-Development Q2 = 3.37 cfs Q,o=4.23cfs Post-Development (Un-detained) Q2 = 6.28 cfs Q,a=7.88cfs Post-Development (Detained in Above Ground Dry Detention Pond) Q2 = 3.34cfs Q,o = 4.13 cfs Nitrogen Reduction Calculations Nitrogen reduction measures are required for this development by NC DWQ. The nitrogen reduction will be achieved with the use of an Open Basin Sand Filter with Forebay. A 35% TN removal is provided with this structure. The Open Basin Sand Filter is designed to handle the first inch of rainfall over the drainage area. A Flow Splitter Storm structure will be utilized to divert the amount of stormwater discharge over the one inch rainfall event directly into the above ground detention pond.
