The Raleigh-Durham Airport Authority ("Authority") respectfully submits an original and one
copy of the calendar year 2008 Annual Report, in accordance with NPDES Permit No.
NC0084514. Enclosed are the visual monitoring reports, total glycol and urea usage data and
nitrogen loading information.
Historical data that indicates certain parameters either no longer need sampling or are reduced in
the number of sampling events per year are also included. These findings are based on the
Authority's NPDES permit. A summary of the findings are below with the appropriate permit
footnotes and sections referenced for your convenience.
- Total Suspended Solids will now be collected annually at Outfalls 002 (footnote 2 of A(2)),
004 (footnote 2 of A(4)) and 016 (footnote 2 of A(6)).
- Oil and Grease will be collected annually at Outfall 016 (footnote 3 of A(6)).
- Benzene, Toluene, Ethylbenzene and Total Xylenes (BTEX) will be discontinued at Outfalls
003 (footnote 4 of A(3)) and 016 (footnote 4 of A(6)).
- Dissolved Oxygen and Propylene Glycol will be collected annually at Outfall 004 (footnote
5 of A(4)) and Propylene Glycol sampling will be discontinued at Outfall 002 (footnote 6 of
A(2)).
- Acute Toxicity will be reduced to annual sampling at Outfalls 003 (footnote 6 of A(3)), 007
(footnote 5 of A(5)) and 016 (footnote 5 of A(6)).
Additionally, the Authority respectfully requests clarification on what a discharge event entails.
Internal notes from previous employees indicate that a qualifying discharge event, for quarterly
samples, must have 72 hours of dryness (no precipitation) beforehand and that the discharge
