Airport, DENR Incident Number 201301847
To Whom It May Concern:
At the request of Mr. Cheng Zhang, and in accordance with the Raleigh-Durham Airport Authority's
(Authority) NPDES Permit (NC0084514), the Authority respectfully submits this letter as follow-up to
the referenced incident. The incident was initially reported via telephone on August 20, 2013.
On Monday, August 19, 2013 at approximately 9:45AM, Authority personnel discovered a sheen and
odor of hydrocarbons at the pond immediately upstream from stormwater Outfall 003. The discovery
was made during routine outfall checks, and the volume of the spill was estimated to be ten (10)
gallons of diesel.
Authority personnel immediately investigated areas directly upstream of the pond and detected no
signs of sheen or hydrocarbon odor. We investigated areas farther upstream of the Outfall but did not
locate the origination of the spill. The lack of spill evidence upstream of the pond is the basis for the
volume estimate of the spill. The pond and Outfall 003 were checked on August 20 and 22, 2013.
No signs of a sheen or hydrocarbon odor remained.
Skimmers were deployed into the pond, around the weir, to prevent any further migration of
hydrocarbons. The skimmers will remain in the pond through the next substantial rainfall.
The source of the spill, timing, and the exact amount of the spill are still unknown. The Authority will
update NCDENR should further information come to light.
