� County. The location of the towns and communities within the project study area are shown
in Figure 3-3 and axe briefly described below.
°-:;� Bel�rade is a small racially mixed community located along both sides of US 17 and is the
``; only community in the study area located in Onslow County. The majority of the older
portion of this community is located east of US 17 within a triangle defined by US 17, SR
_,:i 1434 (Belgrade- Swansboro Road) and SR 1440 (Belgrade Extension Road). The
community's three oldest surviving structures are located near the intersection of Belgrade-
Swansboro Road and Belgrade Extension Road. Two of these structures, the Henderson
�- Provost house and the Zinnie Eubanks house/store were determined eligible for the National
Register of Historic Places. The third, the Belgrade United Methodist Church, while it is not
eligible for the National Register, is the only church within the community. The majority of
development is located west of Belgrade-Swansboro Road and US 17 because of the physical
constraints imposed by the Martin Marietta Aggregates quarry, the former Seaboard
Coastline railroad and the wetlands associated with the White Oak River.
The area known as Belgrade was settled in the early 1700s by farmers who immigrated
mainly from England. One of the first families to move into the area and establish a
plantation was the Bell family. It is from this family that the community took its name.
Bell's Grade referred to the steep grade that led to and from the Bell plantation. Over time,
the name was changed to Belgrade. The majority of the citizens living in Belgrade today are
descendants of former slaves from the Bell plantation or descendents of early landowners.
The Bell plantation was subdivided and sold, and none of the Bell descendents live in the
area.
The paving of US 17 in 1925 and the construction of Camp Lejeune near Jacksonville in the
late 1930s and early 1940s improved farm to market accessibility. While these events ignited
a population explosion in Onslow "�ounty that continues to this day, Belgrade has
experienced very little of this population growth. The continued growth of Jacksonville and
the eventual abandonment of the rail line in 1980 caused job opportunities in Belgrade to
decrease. Since the railroad was removed, no real growth has occurred in Belgrade. Many
residents have either moved to Jacksonville or commute to work in Jacksonville. Today,
Belgrade remains a small community surrounded by farmland and forests. Its largest
employer is Martin Marietta Aggregates quarry, located east of US 17. This quarry has been
in operation for more than 60 years.

Within approximately one-half mile of the US 17/White Oak River Road/Belgrade Extension
Road are 88 residential structures (44 single-family dwellings and 44 mobile homes). As of
November 2000, 72 residential structures (39 single-family dwellings and 33 mobile homes) `' �'�
were inhabited and 16 residential structures (five single-family dwellings and 11 mobile `���
homes) were either abandoned or vacant. Thirty structures (20 single-family dwellings and -:�
;:< ,
ten mobile homes) are located on the eastem side of US 17 and 57 structures (23 single- �::;�
family dwellings and 34 mobile homes) are located on the western side of US 17. In
addition, there is one church (Belgrade United Methodist Church), a campground, 17 �. ��
businesses, one industry (Martin Marietta Aggregates quarry), a cemetery and a fire statiori
within the community. Most recently a new residential subdivision was built west of US 17
along and south of SR 1331 (White Oak River Road).
Mavsville is a small racially mixed town of just over 1,000 residents and is the largest town
in Jones County. It is located along both sides of US 17 for approximately 1.2 miles (1.9
km), which is the town's main street. It is bounded on the north by the Croa�an National
Forest and on the south by the White Oak River. As a result, the town has expanded east and
west. Part of this expansion has occurred along NC 58, the main roadway to Emerald Isle
and other Onslow County beaches. Much of the town is eligible for the National Register of
Historic Places as a historic district.
The area known as Maysville was settled in the early 1700s by European immigrant farmers.
Initially the area was known as Cross Roads because it was located at the crossing of the
post road (now US 17) and the Stella to Trenton road (now NC 58). Stella was the location
of a landing on the White Oak River located approximately mid-way between Maysville and
the Atlantic Ocean. Barges operating on the White Oak River brought goods from
Wilmington and New Bern upstream to Stella and returned loaded with forestryproducts and
other commodities.
During the first half of the 1800s, the name of the area changed to Young's Crossroads in
honor of John Young, a prominent citizen. In 1875, a post office was opened and in the
1880s, the community became a town. During this time, timbering and farming were the "
major industries. As a result, several sawmills were opened. In the late 1880s, John May
and his family moved to the area and he established an elementary school, which also served
as the area's first church. Prior to the establishment of May's school, the area's children
were sent to school in Belgrade. In the 1890s, the East Carolina Rail Company built a rail
line connecting New Bern with Wilmington, the state's largest port cities. This line
eventually became part of the Atlantic Coast Line Railroad.

1) Purpose of this Meeting: The purpose is to present information to the Merger
Process Team and reach concurrence on Point 3; corridor selection, based upon
preliminary impacts and updated jurisdictional wetland information for Segments 2
and 4 of the project. The last meeting of the Team was on May 22, 2008. This
meeting ended with two alternatives remaining for both the southern and
northern sections.
2) TIP Description: The North Carolina Department of Transportation (NCDOT)
proposes to improve a 16 mile portion of US 17 between SR 1330 (Deppe Loop
Road)/SR 1439 (Spring Hill Road) south of Belgrade and the New Bern Bypass near
the Jones/Craven County line, south of New Bern to multi-lanes with Bypasses of
Belgrade, Maysville and Pollocksville on new location. The purpose of this
concurrence meeting is for corridor selections on both the southern and
northern portions of the project which includes section B, section C, and
section D.
3) Purpose & Need: Improve the capability of US 17 to meet its mandated objectives
as part of the Interstate System, Strategic Highway Corridor Network, and North
Carolina Strategic Corridor System. The existing roadway geometry, projected
traffic, and projected land use conditions diminish US 17's ability to function
efficiently.
4) Merger Process History and Current Project Status:
A. August 24, 2006 Merger Team Informational Meeting —
• The purpose was to present information to the Merger Process Team
regarding the current status of R-2514 and design changes due to the
Strategic Corridor Initiative.
• Team agreed to divide the project into two halves to facilitate discussions
on corridor selection.
• It was determined that the merger process needed to look at CP2A and
that bridging alternatives would be reviewed in the field.
B. November 1, 2006 Field Meeting:
, • Held to review bridging alternatives southern section.
• The meeting was successful and bridging lengths were modified to the
Field Recommended lengths.

C. Revised Preliminary Plans:
• The revised plans incorporated SHC revisions (Interchanges, grade
separations, superstreet design) and bridging design and
recommendations from the November 1St CP2A field meeting.
D. February 22, 2007 CP2A & 3 Meetings:
• Held to review bridging options and corridor selection for southern section
of the project.
• Team verbally concurred to eliminate Alts 2& 26, but could not reach
concurrence on Alt 2A vs. Alt 2C; the Elevation Process was initiated.
E. March 6, 2007 Field Meeting:
� Reviewed bridging alternatives for northern section.
• New bridge lengths were recommended in the field and plans were
modified after the meeting.

• USACE requested updated Jurisdictional Determination prior to Corridor
Selection

G. April 12, 2007 CP2 Revisited Concurrence Meeting:
• Chadwick to New Bern (verbal concurrence) team verbally concurred to
eliminate all of the alternatives except for Alts 4D and 4E.
H. February 11, 2008:
• Preliminary Jurisdictional Determination issued by the USACE.
• Final Jurisdictional Determination to be prepared after the least-
environmentally-damaging-practical alternative is selected and the
"Rapanos" forms are prepared. (compliance)
May 22, 2008:
• A Merger Process Team Concurrence Meeting was conducted to revisit
CP2 (written concurrence for reduction of alternates for both bypasses)
and CP2A (Chadwick to New Bern).
• Two alternatives were carried forward for each section, 2A and 2C in the
southern selection and 4D and 4E in the northern section.
5) Current Status:
' • A Merger Process Team Concurrence Meeting is being held today (June
19, 2008) to revisit CP3 (Belgrade to New Bern).

, Environmental Services, Inc., (ESI), has completed a reevaluation of the wetland and stream
delineation for the proposed right-of-way limits for Alternatives 2, 2a, 2b, 2c, 3, 4d, and 4e of the
US 17 Belgrade to New Bern improvements project R-2514B. In addition, stream features
� located within the Neuse River Basin and potentially impacted by the project were reassessed to
determine applicability of the Neuse River Riparian Buffer Rules.

The revised jurisdictional wetland and stream delineation was reviewed in the field by U.S.
Army Corps of Engineers (USACE) representative William Wescott on 27-30 August 2007. The
revised Neuse River Riparian Buffer assessment was reviewed in the field by N.C. Division of
Water Quality (NCDWQ) representative David Wainwright on 27 August 2007. The attached
summary of the jurisdictional delineation and riparian buffer assessment is inclusive of any
changes requested by the USACE and NCDWQ.

' I will be greatly affected by Alt. 3. I've lived here for 50 + years in stone house that was buiit by my husband. I am an
83 year old widow and would be devastated by the loss of my home & property. Five (5) generations have been raised
in this home. I intend to leave it for an inheritance. �
We live on the west side of Hwy 17. We live at the beginning of Alt. 4D and by your map we are unable to tell how
� much we will lose (home and land). The project could possibly put an intersection in the front . Please do not leave us
here If the highway is going to be any closer than 500ft. My grandchildren will not be safe. We feel that it is the
responsibility of the State to keep us safe. Consider 4A or 46. It is the most sensible solution as there is only 1 main
� road on the east side of Pollocksville. On the west side there are quite a few. Thease alternatives cost less too. As far
as the historical sites, it would only take some of their land but not any buildings. Be practical in your decision and do
not let olitics et involved. �
Town of Maysville endorses Alt. 2A b/c it has the least impact on homes, property value and development. Alt. 2B
� would greatly affect proposed upscale residential subdivision around the quarry lakes located east of US 17S, just
south of town limits, as well as historical properties located on Hwy 58. Alt. 2 and 2C would have a great impact on the
Town's historical landmarks as well as residential and commercial ro erties. �

Byrd Landfill Disposal Site Violation:
• USACE has concluded that this property could be considered in its pre-
violation condition for the purposes of impact assessment and corridor
selection.
• The Byrd Property is located in the southwest quadrant of Maysville and
within Bypass Alternate 2C.
Wildlife Underpass:
• The Nature Conservancy, USFWS, USFS, NCDENR, and NCWRC
requested that NCDOT construct a wildlife underpass between Maysville and
the community of Chadwick.
• NCDOT has agreed to construct a wildlife underpass as part of the R-2514
highway improvements project.
• NCDOT is waiting for responses from stakeholders regarding design criteria
