I have included a brief response to each of your requests below. Your letter asks for the following information: 1) As mentioned in the previous Request for More Information, the proposed BMPs must be designed to meet state requirements regardless of whether the stormwater review is being conducted by the Town or Cary or the DWQ. Please insure that the proposed BMPs include provisions for pretreatment, flowpath lengths, 3:1 side slopes and other required design elements listed in the DWQ BMP Manual. BMP #2 in particular must be reconfigured such that the inflows are combined into a single forebay that comprises approximately 20 percent of the surface area. Also, please redesign BMP #3 to meet state standards for wet detention ponds. As per your request, the BMP's have been re-designed to meet the required design elements listed in DWQ's BMP Manual. Copies of the revised stormwater plans and DWQ worksheets are included with the attachments. 2) Please label the level spreaders on the site plans and the Supplement Forms such that they can be easily identified and cross-referenced. The level spreaders and supplement forms have been labeled so that they can be identified and cross-referenced. 3) The filter strip for Level Spreader 1 is too steep on the upslope side. Please relocate this level spreader downslope where the filter strip is appropriate for diffuse flow. If you choose to provide a level spreader, then you must submit a completed Level Spreader Supplement Form (with all required items) for each proposed level spreader. Due to the fact that the closest buffered stream is approximatelYg5o feet from the outlet of BMP3, we do not believe that a level spreader should be required. The discharge from this outlet will actually be less than the pre-development flows Additionally, before the stormwater enters the riparian buffers, it will flow through a relatively flat vegetated filter, and wetlands, further reducing velocity and providing nutrient/sediment removal. Photos and a topographic map of this drainageway are included with the attachments. Please feel free to call if you have questions or require additional information.
